SOUTH ST. PAUL CITY COUNCIL MINUTES OF MARCH 1, 2021 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on March 1, 2021. City Council meeting minutes of February 16, 2021 B. Resolution No. 2021-35, approving accounts payable C. Purchase of two (2) in squad camera systems using Capital Improvement Plan Funds City Council Minutes of March 1, 2021 1 D. Purchase of new mobile (vehicle mounted) and portable hand-held 800 MHZ radios for the Police Department under State Contract #1199587 at a combined cost of $63,590.95 E. Business Licenses F. Engineering Services Agreement with WSB for 2021 Sidewalk Improvements G. Resolution No. 2021-33, approving the property split for South St. Paul PID #36-01600-07-010, Dakota County Minnesota H. Resolution No. 2021-34, accepting the Conveyance of Real Property from the Union Pacific Railroad I. Resolution No. 2021-38, approving agency agreement for Federal Participation in advance construction of Concord Street between the Minnesota Department of Transportation and the City of South St. Paul Motion carried 7 ayes/0 nays 8F) Professional Services Agreement with the City of St. Paul Councilmember Podgorski removed this item from the consent agenda for discussion and asked the City Council to consider amending the resolution. After discussion, the consensus was not to amend the resolution as presented. Moved by Seaberg/Bakken MOVED: To adopt Resolution No. 2021-31, approving a Professional Services Agreement with the City of South St. Paul. Motion carried 7 ayes/0 nays 9A) Call for Public Hearing – Liquor License at 600 North Concord Street Moved by Seaberg/Kaliszewski MOVED: To call for a public hearing to be held on March 15, 2021, to consider the application of an On-Sale Intoxicating Liquor License by Eduardo David Garcia Calvillo and George Tirado Hernandez (Las Islas Gemelas, LLC) at 600 North Concord Street. Motion carried 7 ayes/0 nays City Council Minutes of March 1, 2021 2 10A) 2nd Reading – Ordinance Allowing Temporary Asphalt Recycling Operations Moved by Hansen/Podgorski MOVED: To adopt Ordinance No. 1373, enacting South St. Paul City Code Section 118-205 to allow temporary asphalt/concrete recycling operations in support of public improvement projects. Motion carried 7 ayes/0 nays Moved by Hansen/Bakken MOVED: To adopt Resolution No. 2021-36, approving an Interim Use Permit for a temporary asphalt/concrete recycling operation for the Concord Street Improvements Project.
