SOUTH ST. PAUL CITY COUNCIL MINUTES OF JUNE 7, 2021 1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on June 7, 2021. 2) ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Dewey, Kaliszewski, Podgorski, Seaberg Absent: Councilmember Hansen Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox City Planner, Michael Healy Economic Development Director, Ryan Garcia 3) Christy Wilcox read the invocation. 4) Pledge of Allegiance 5) Presentations  Kaposia Days  Tri-District Students and South St. Paul Podcast – The Talkyards 6) Citizens’ Comments  There were no citizen comments 7) Agenda Moved by Kaliszewski/Seaberg MOVED: To approve the agenda Motion carried 6 ayes /0 nays 8) Consent Agenda Moved by Dewey/Baken Resolved, that the South St. Paul City Council does hereby approve the following: City Council Minutes of June 7, 2021 1 A. City Council meeting minutes of May 17, 2021 B. Resolution No. 2021-98, approving accounts payable C. Business Licenses D. Resolution No. 2021-90, accepting the Coronavirus Local Fiscal Recovery Fund established under the Americans Rescue Plan Act E. Resolution No. 2021-91, declaring property surplus and authorize the sale of such property F. Resolution No. 2021-92, relating to Airport; approve purchase agreement between the City of South St. Paul and Kimberle C. Rogers and Paul D. Tiger G. Resolution No 2021-93, relating to Airport; approving Memorandum of Lease and Subordination Agreement at Fleming Field with ARJ Properties, LLC H. Resolution No. 2021-94, relating to Airport; approving agreements at Fleming Field with ARJ Properties LLC I. Resolution No. 2021-97, approving a lot split and combination at 1504 Willis Avenue and 1514 Willis Avenue J. Position description for Communication Specialist position and authorize recruitment to fill the position K. Joint Powers Agreement with Dakota County and West St. Paul for Butler Avenue (County Road 4) Trail Feasibility Study and Preliminary Engineering L. Contract with Safe Stop LLC for sidewalk trip hazard repair in the amount of $314,027.00 Motion carried 6 ayes/0 nays 9A) Public Hearing and First Reading – Home Occupation Ordinance Mayor Francis introduced the following proposed ordinance for its first reading: AN ORDINANCE REVISING ZONING REGULATIONS FOR HOME OCCUPATIONS 10A) Special Event License Request by Stockyards Tavern & Chophouse Moved by Seaberg/Bakken MOVED: To approve the Special Event License for Stockyards Tavern & Chophouse located at 456 South Concord Exchange for Saturday, June 26, 2021, from 6:30 p.m. to 11:30 p.m. subject to the speakers being directed to the east. Motion carried 6 ayes/0 nays City Council Minutes of June 7, 2021 2 10B) Special Event License Request by Bugg’s Place Moved by Kaliszewski/Podgorski MOVED: To approve the Special Event License for Bugg’s Place located at 935 Concord Street North for Saturday, June 26, 2021, from 6:00 p.m. to 12:00 midnight subject to the speakers being directed to the east. Motion carried 6 ayes/0 nays 10C) Conditional Use Permit for Pomp’s Tire at 575 Hardman Avenue South Moved by Kaliszewski/Bakken MOVED: To adopt Resolution No. 2021-95, approving a Conditional Use Permit for vehicle repair for the property located at 575 Hardman Avenue. Motion carried 7 ayes/0 nays 10D) Conditional Use Permit Amendment – Stockyards Tavern and Chophouse Moved by Bakken/Seaberg MOVED: To adopt Resolution No. 2021-96, approving a Conditional Use Permit Amendment Site Plan for building addition and outdoor dining expansion at Stockyards Tavern and Chophouse at 456 Concord Exchange South.
