MINUTES OF JUNE 7, 2021
1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m.
on June 7, 2021.

K. Joint Powers Agreement with Dakota County and West St. Paul for Butler
Avenue (County Road 4) Trail Feasibility Study and Preliminary Engineering
L. Contract with Safe Stop LLC for sidewalk trip hazard repair in the amount of
$314,027.00

Mayor Francis introduced the following proposed ordinance for its first reading:
AN ORDINANCE REVISING ZONING REGULATIONS FOR HOME OCCUPATIONS
10A) Special Event License Request by Stockyards Tavern & Chophouse
Moved by Seaberg/Bakken
MOVED: To approve the Special Event License for Stockyards Tavern &
Chophouse located at 456 South Concord Exchange for Saturday, June 26, 2021, from
6:30 p.m. to 11:30 p.m. subject to the speakers being directed to the east.

10B) Special Event License Request by Bugg’s Place

MOVED: To approve the Special Event License for Bugg’s Place located at 935
Concord Street North for Saturday, June 26, 2021, from 6:00 p.m. to 12:00 midnight
subject to the speakers being directed to the east.

10C) Conditional Use Permit for Pomp’s Tire at 575 Hardman Avenue South

MOVED: To adopt Resolution No. 2021-95, approving a Conditional Use Permit
for vehicle repair for the property located at 575 Hardman Avenue.

10D) Conditional Use Permit Amendment – Stockyards Tavern and Chophouse

MOVED: To adopt Resolution No. 2021-96, approving a Conditional Use Permit
Amendment Site Plan for building addition and outdoor dining expansion at Stockyards
Tavern and Chophouse at 456 Concord Exchange South.

10E) First Reading – Ordinance Relating to Land Use Application Fee Schedule Updates
Councilmember Seaberg introduced the following proposed ordinance first its first
reading:
AN ORDINANCE AMENDING THE LAND USE APPLICATION FEE SCHEDULE –
CHAPTER 26 OF THE CITY CODE
