SOUTH ST. PAUL CITY COUNCIL MINUTES OF JANUARY 18, 2022 1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on January 18, 2022 2) ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Dewey, Hansen, Kaliszewski, Podgorski and Seaberg Absent: None Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail Economic Development Manager, Ryan Garcia City Engineer, Sue Polka City Planner, Michael Healy City Clerk, Christy Wilcox 3) Christy Wilcox read the invocation. 4) Pledge of Allegiance 5) Presentations 1. Presentation from Park and Recreation staff Shannon Young and Mercedes Miklya on the upcoming Flannel Fest event as well as highlighting some new activities that will be happening in 2022. 6) Citizens’ Comments There were no citizen comments. 7) Agenda Moved by Seaberg/Bakken MOVED: To approve the agenda. Motion carried 7 ayes /0 nays City Council Minutes of January 18, 2022 1 8) Consent Agenda Moved by Kaliszewski/Dewey Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of January 3, 2022 B. Resolution No. 2022-15, approving accounts payable C. Payment to Danner, Inc. in the amount of $69,838.66 for the 2018 Street Improvements for a project decrease of $33,000.00 to the original contract amount of $1,976,973.18, resulting in a final contract amount of $1,943,973.18. The decease is attributable to the application of liquidated damages at the rate of $500 per day for 66 days calculated from the required completion date of August 31st until November 5th or the day the wear course was paved. That calculation results in a deduction of $33,000.00 D. Approve hiring of Conor Resnikoff as an Engineering Technician for the City of South St. Paul subject to successful completion of background check E. Business Licenses F. Award of contract to Davey Tree Expert Company in the amount of $51,626.00 for tree planting not to exceed $37,500 for tree removal and stump grinding G. Approve the Stipulated Settlement for Parcels 105,107, 108, and 109 relative to the Concord project H. Resolution No. 2022-11, relating to airport; approve agreement with HDR, Inc. for the independent fee estimate for the final design phase of the taxiway reconstruction design project at the South St. Paul Airport I. Final payment to Northway’s Construction for the Hangar 5 Door Project at Fleming Field in the amount of $23,032.50 J. Resolution No. 2022-013, relating to Dakota County and the City of South St. Paul for Community Services Coordinated Response Pilot K. Resolution No. 2022-14, accept donation from Fury Motors (Police Department) Motion carried 7 ayes/0 nays 10A) First Reading – Ordinance Regarding Parking and Loading Regulations Councilmember Dewey introduced the following proposed ordinance for its first reading: AN ORDINANCE AMENDMENT UPDATING THE ZONING CODE’S PARKING AND LOADING REGULATIONS FOR NONRESIDENTIAL USES City Council Minutes of January 18, 2022 2 10B) Comprehensive Plan Amendment for Grand Exchange Mixed Use Area Moved by Bakken/Hansen MOVED: To adopt Resolution No. 2022-12, enacting an amendment to the 2040 Comprehensive Plan to establish the Grand/Exchange Mixed-Use Area and set its maximum density at 75 units per acre. Motion carried 7 ayes/0 nays 10C) Accept Letter of Retirement – Police Chief Moved by Hansen/Seaberg MOVED: To accept the letter of retirement from William Messerich, Chief of Police effective April 29, 2022.
