SOUTH ST. PAUL CITY COUNCIL MINUTES OF MARCH 21, 2022 1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on March 21, 2022 2) ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Dewey, Hansen, Kaliszewski, Podgorski and Seaberg Absent: None Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Engineer, Sue Polka Director of EDA, Ryan Garcia Deputy City Clerk, Kimberly Landgreen 3) Kimberly Landgreen read the invocation. 4) Pledge of Allegiance 5) Presentations  Beth Baumann and Charlie Thompson of Neighbor’s Inc. discussed the celebration in serving the community for 50 years. Mayor Francis read a proclamation declaring 2022 the year of Neighbor’s.  Councilmember Hansen presented the proclamation “Donate Life Month”.  Terry Pieper, Post Commander/Gallagher Hansen VFW asked whoever removed the dedication plaque at Oak Hill Cemetery please return it.  Chief Messerich introduced Police Officer Jason Christiansen 6) Citizens’ Comments  Dan Horst of Globe Publishing addressed the parking concerns that are occurring in front of his business due to the construction.  Victor Boomgaarden, 251 9th Avenue North requested consideration of putting speed bumps at the intersection of 9th Avenue and 3rd Street North. Motion carried 7 ayes /0 nays 8) Consent Agenda Moved by Kaliszewski/Podgorski Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of March 7, 2022 B. Resolution No. 2022-45, approving accounts payable C. Resolution No. 2022-44, relating to airport; approving agreement at Fleming Field with Sierra Hotel Aero, LLC D. Conditional job offer to Nely Guerra-Rivera for a part-time Community Service Officer position, effective on or after March 29, 2022, at a starting salary as outlined in the current AFSCME contract and contingent on the successful completion of a background investigation E. Business licenses F. Revised City Clerk job description and wage range and authorize recruitment to fill the position G. Proceed with fiber optic cable installations connecting City facilities H. Accept letter of retirement from Joel Hanson, City Administrator for the City of South St. Paul and authorize internal job posting I. Appoint Sadie Patet to fill a vacancy on the Park & Recreation Advisory Commission for a term to expire February 28, 2023. Motion carried 7 ayes/0 nays 8H) Doug Woog Arena – Replacement of Rink 1 Bleacher Radiant Moved by Hansen/Kaliszewski MOVED: To approve the replacement of the radiant heating system over the bleacher area in Rink 1 and accept the quote of Total Mechanical in the amount of $45,106.00. Motion carried 7 ayes/0 nays City Council Minutes of March 21, 2022 2 10A) Redistricting – Re-establishing Precinct Boundaries Moved by Seaberg/Podgorski MOVED: To adopt Resolution No. 2022-43, re-establishing precincts and polling places located in South St. Paul. Motion carried 7 ayes/0 nays 10B) Second Reading - Ordinance Amending Landscaping Requirements Moved by Kaliszewski/Dewey MOVED: To approve Ordinance No. 1391, updating the erosion control ordinance and landscape ordinance and establishing landscaping guarantee requirements.
