Overview: The city received the attached e-mail from a concerned resident regarding the safety of the intersection at 9th Avenue and Marie Avenue. The request is for the city to make safety improvements at this intersection. The city staff has done an accident history and there have been 4 recorded accidents at this intersection over the past 4 years. For comparison, there has only been 1 recorded accident at Marie and 10th Avenue and no recorded accidents at Marie and 8th Avenue over the same time period. This intersection is challenging from a sight line perspective as the alignment of Marie Avenue at 9th Avenue is skewed. Motorists stopped at 9th Avenue have difficulty seeing vehicles traveling on Marie Avenue due to the road alignment and presence of parked vehicles near the intersection. Long term, Marie Avenue has been identified for improvements in the 5-year CIP which includes complete roadway reconstruction, pedestrian, bicycle mobility, and safe routes to school’s enhancements. The City has been awarded a Safe Routes to Schools Grant (SRTS) in the amount of $1,000,000 to help fund the improvements. The CIP has identified this project for improvements in 2025 at a total project cost of approx. $7,500,000. In the short term, staff is recommending that parking be restricted on Marie Avenue on the south side east of 9th Avenue and the north side west of 9th Avenue for 100 feet to improve sight visibility for motorists stopped at 9th Avenue. Good afternoon This is regarding the corner of 9th Avenue South and Marie Avenue Intersection in South St Paul I am wondering who do I talk to about this corner. It is a dangerous Intersection the way it was set up There was an accident there last night and another one last month And a lot of near misses. Especially my husband and in the last couple of weeks were drivers Do not even stop on 9th I talked to the city some years back and they told me that I need to Go make a 2 miles around intersection and get signatures. I will not do that The city says that there is not that my accidents - that is bs That is a marked school walk (signed taken out due to accident and never replaced last month) When my kids where younger they were to go to Lincoln and my kids were to cross Marie - I said no (unless I want them 1 in a body bag) they went to Kaposia The fire department and police department know that corner very well It is known as suicide corner - I call it the Marie race track What can I do to get this corner address. OVERVIEW: Staff has recently been contacted by a representative of Q3 Contracting, Inc. as it pertains to their interest in finding a convenient location for staging materials to be used in a utility project taking place in South St. Paul and Newport in the Summer of 2023 (from early April through August). Q3 anticipates the need for approximately ½ Acre of space for the temporary unloading, storage, and staging of approximately seventy-five 45’ length pipes. The contractor anticipates taking shipment in the first week of April, with approximately 10 truckloads per day delivering material to the site over the course of up to three days. In addition, Q3 would place a 20’ job trailer at the site, as well as a couple of dumpsters. Q3 would bring in temporary fencing to provide some level of screening and security. Q3 has asked specifically if a small portion of the approximately 4 acre “Armour Gate” site at Hardman/Armour would be a possibility for this activity. Currently, that site is undeveloped and there is no active, viable development interest in the site. The EDA has leased certain properties for short-term staging/storage related to road construction projects in the recent past (Southview, Concord as examples), so it would be relatively straightforward to draft a lease agreement spelling out the terms and conditions of a short-term agreement allowing Q3 to utilize the site for this purpose if the Council is interested. Staff would suggest that our income expectations for a 5-month period might be in the neighborhood of $10,000 maximum, based on what we’re seeing as market rent rates for similar arrangements. Any agreement would obligate Q3 to provide a Certificate of Insurance and would burden them with the responsibility of maintaining the site and adjacent roadways and restoring the site upon the completion of the agreement. A CITY COUNCIL WORKSESSION AGENDA REPORT DATE: March 13, 2023 4 DEPARTMENT: ADMINISTRATION Prepared by: Ryan Garcia, City Administrator ADMINISTRATOR: ____________ AGENDA ITEM: Councilmember Appointments to Boards and Commissions DESIRED OUTCOMES: • Determine the Council appointments for upcoming terms on Boards/Commissions/Joint Powers Entities. OVERVIEW: Pursuant to past practice and/or ordinance requirements, the City Council is to establish a liaison role with various City Boards, Commissions, and Joint Powers entities. The appointments are made by individual motions of the City Council unless more than one member of the City Council is interested in serving in a liaison role to a particular Board, Commission or Joint Powers entity. In this case, a ballot process is used to make that appointment. Openings to be filled for the 2023 – 2024 term are listed below: • Dakota County Broadband Board – 2 Years (tentative). The Dakota County Broadband Board (DBB) is a partnership between the Dakota County Community Development Agency and several Dakota County cities that is in a period of uncertainty and upheaval. Dakota County, the primary entity that owns much of the publicly owned telecommunications fiber that already exists within the county, has terminated its membership as of March 1, 2023. As such, an ad hoc committee is reviewing how to “unwind” DBB and resolve its remaining responsibilities. As such, the DBB has an ongoing need, for an undefined period of time, to continue to hold board meetings and take the remaining steps necessary to dissolve (which appears to be the direction DBB is heading). Mayor Francis has served as the city’s representative for the past two years and Councilmember Seaberg has served as the alternate. • Parks and Recreation Advisory Commission – 2 Years. Councilmember Kaliszewski has served in this role for the past four years. • South Metro Fire Department Board of Directors – 2 Years. Mayor Francis’ term runs through the end of 2023. Council Member Seaberg’s two-year-term technically expired at the end of 2022.
