South St. Paul Parks and Recreation Advisory Commission Minutes of June 13, 2017 The Parks and Recreation Advisory Commission meeting was called to order by Vice Chair Josh Dormady at 6:31 p.m. at Central Square Community Center. Members Present: Ron Morgan, Rich Dippel, Josh Dormady, Mathew Helwig, Michael Heidelberger Members Absent: Lori Miller and Michael Lindamood Others Present: Chris Esser, Shannon Young, Joe Forester, Geno Mazzali 1. Introductions 2. Approval of Minutes Motion by Mathew Helwig and second by Josh Dormady to approve the Minutes of May 9, 2017. 6 Yays. 0 Nays. Motion Passed 3. Old Business 3A. Recreation Program Updates – Outdoor Pools, Citywide Camp-out, Kaposia Days Mr. Mazzali noted on June 10th the pools opened up with selling 60 seasonal passes on opening day at Central Square and over $1,400 dollars in sales at the Splash Pool. The Citywide Camp-out had around 40 people at Lorraine Park on June 10th as well. The event went well with grilling hot dogs and having our playhouse staff perform their first play of the summer season. Mr. Mazzali also mentioned he is preparing for the Kaposia Days parade, pool party, and children’s carnival. 3B. Small/Timid/Frail/Special Needs Off-Leash Mr. Esser mentioned that in order to accomplish the additions this year there must be room in the 2017 budget, which is not looking likely at the mid-point of the year. If not we will be waiting until 2018 and recommend using Capital Improvement funding. In other Kaposia Landing news, staff will be recommending posting speed limit signs in the park at 20 MPH. 3C. Kaposia Landing Operations Mr. Esser announced that the pitcher’s mound has been replaced. Also noted were the light box covers being modified and the need to prop the bathroom doors open due to the doors getting to hot from the sun. Both modifications will be covered during three warranty period. Mr. Esser also mentioned that the parking lot has 41 spots per field, the average around the region for a sports complex is 42 spots per field. Kaposia landing has 334 parking spots total. A parking map is being designed and distributed for Kaposia Days. 3D. McMorrow Field Renovation – Play Structure, Seeding, Drainage Mr. Esser noted that the play structure is ordered and the custom plane is holding up the process due to being placed in the specialty category. The structure is due to be delivered on July 7th and installed shorty after being delivered. Also mentioned was the grass maturing will help the draining issues we have had at the park. We are nearing the end of the project and noting punch list items for things to be completed before the project is considered for substantial completion. 3E. Lions Club Donation – Kaposia Landing Mr. Esser noted he has contacted four companies and waiting for bids at this point. The city council has agreed to match the Lions Club $50,000 donation. The vendors are very busy this time of year so replies to pricing have been difficult to receive. 3F. Doug Wood Arena – 2017 ISI Championship Event Mr. Esser mentioned the ISI Championship Event on July 3rd and 4th was a success for the arena. The event brought in over 200 skaters. The arena received a lot of compliments and were asked to submit an application for hosting the 2019 event. 3G. Seidl’s Lake Legislative Funding Request Mr. Esser noted that this did not make the bonding bill for funding during this round. We have been asked by Representative Hansen to submit our application again for the next cycle of funding by this Friday. 3h. Park Assignments/Visit Reports Members of the commission mentioned items in the parks that could use attention including: squeaky swings, woodchips under benches that are muddy, bent picnic tables, and regional trail signage. 4. New Business 4A. Tobacco Free Parks Policy Mr. Esser mentioned the City Council had a discussion on the topic and wanted feedback from the Park and Recreation Commission. The commission resolved that they are undecided and will not be making any recommendation for the City Council on the subject. 4B. 2018 Budget Process and Capital Improvement Plan Mr. Esser noted that we are working on our budgets soon and explained that the Capital Improvement Program is any physical project over $10,000 dollars. Also mentioned was our planning that goes through the next five years with new amenities and items that need to be replaced. Mr. Esser then handed out the budget and capital improvement program and went over the items. 5. Other Business 6. Adjournment- Meeting adjourned at 7:28 p.m. Next meeting is August 8, 2017.
