South St. Paul Parks and Recreation Advisory Commission Minutes of August 8th, 2017 The Parks and Recreation Advisory Commission meeting was called to order by Chair Dippel at 6:02 p.m. at Central Square Community Center. Members Present: Mathew Helwig, Ron Morgan, Michael Heidelberger, Rich Dippel, Josh Dormady Members Absent: Lori Miller, Michael Lindamood Others Present: Chris Esser, Shannon Young, Joe Forester 1. Introductions 2. Approval of Minutes Motion by Mathew Helwig and second by Josh Dormady to approve the Minutes of June 13, 2017. 5 Yays. 0 Nays. Motion Passed. 3. Old Business A. Recreation Program Updates – Outdoor Pools, Kaposia Days, Youth Programs & Football. Mr. Esser noted the pools had no major mechanical issues after the outdoor pool season started. Swimming under the Stars was well attended however was rained out four Wednesdays during the summer. August 20th is the last day open for the pools. Kaposia Days went well, park use during the tournament was busy and parking was not as much of an issue as feared before the tournament. Summer Playgrounds program had full enrollment all summer and was successful. Youth football is up and running with equipment handout, camp, and coaches training. B. Kaposia Landing Operations – Field Use, Warranty List Mr. Esser noted that the infields are doing well, outfields are seeing standing water. The fields will be shut down on Sept. 1. Maintenance is going to seed and aerate. They will also be looking at the status of replacing dead trees and plantings due to our warranty ending soon. Mr. Esser also mentioned the speed limit will be set at 20 miles per hour per city council approval for Kaposia Landing and any other park roads. C. McMorrow Field Renovation – Play Structure, Punch List Mr. Esser noted that the play structure has been installed and distributed a picture of the playground. The punch list for McMorrow will be completed in consultation with the construction manager in late August for the contractor to complete. D. Lions Club Donation – Kaposia Landing Picnic Shelter Mr. Esser noted he has contacted two companies and waiting for bids at this point. The proposed shelter footprint is 30 X 50, which has been downsized to fit into the prescribed budget of less than $100,000. E. Doug Wood Arena Updates – Lobby Restroom Remodel Mr. Esser noted the arena has one remaining CIP project for 2017 which is the remodel of the lobby restrooms. The arena has budgeted $15,000 for restroom upgrades which includes tile, sinks, counter tops and partitions. The project will begin in September and conclude in early October. F. Park Assignments/Visit Reports Members of the commission mentioned things about the parks that could use attention. 4. New Business A. Capital Improvement Plan – Priorities Discussions Mr. Esser presented the Capital Improvement Plan projects and requested the commission rank them in order of preference for priority to be completed. Chair Dippel lead a ranking system where each commissioner voted for their top priority projects by number ranking and the totals were added to list preferences. In order from high priority to low, the results were: 1. Lorraine Rink Paving, 2. Kaposia Landing Drinking Fountain, 3. Kaposia Landing Play Structure, 4. Volleyball Court refurbishment, 5. Summit Park tennis court resurface, 6. Park entry signs, 7. Expansion of off-leash dog area. The results will be forward to the city council for consideration during the budget process. B. 2018 Draft Fee Schedule Mr. Esser proposed the 2018 fee schedule. Recommended change include: pool admission daily being raised from $3.50 to $4.00. This fee has not changed in over 15 years even though staff and operational costs have continued to rise. Increase of outdoor pool season passes by $4 in each category. Increase of non-profit baseball field use to $50 per day, which includes lights. Increase of the Kaposia Pavilion rental fee based upon a market survey to $60/hour resident, $80/hour non-resident. Same increase for a half day picnic shelter rental. Increase of youth athletic association per player fee of $1 per resident and $1 non- resident player. Increase to $20 for late youth football registration. Finally, elimination of price break for non-profit groups for park facility rental. In conducting a survey no other community provided a fee reduction for non-profit community groups. Motion by Mathew Helwig to recommend fees and charges as presented to the city council for consideration, Second by Michael Heidelberger. 5 Yays 0 Nays. Motion Passed C. Seidl’s Lake Park – Master Plan Review and Parking Mr. Esser noted that the Engineering Department is starting a project near Seidl’s Lake Park to reconstruct the road. They hosted an open house and have proposed 17 parking spaces including two ADA spaces to be constructed at Seidl’s Lake Park as part of the project to fit in with the Park Master Plan design of providing off street parking. Some of the local residents are resistant to the idea citing that it will bring more people to the neighborhood to use the park. D. Fall Brochure Fall brochure has been sent to the printer and will be mailed to the entire 55075 zip code soon. 5. Other Business - None. 6.
