Parks and Recreation Advisory Commission
Minutes of December 12, 2017
The Parks and Recreation Advisory Commission meeting was called to order by Vice Chair Josh
Dormady at 6:09 p.m. at Central Square Community Center.
Members Present: Josh Dormady, Mathew Helwig, Ron Morgan, and Mike Lindamood,
Michael Heidelberger
Members Absent: Lori Miller, and Rich Dippel
Others Present: Chris Esser, Geno Mazzali, and Joe Forester
1. INTRODUCTIONS – None
2. APPROVAL OF MINUTES
Motion by Mathew Helwig and second by Mike Lindamood to approve the Minutes of November
14th, 2017.
5 Yays. 0 Nays. Motion Passed
3A. Recreation Program Updates – Breakfast with Santa, Winter Break Trips
Mr. Mazzali mentioned that Breakfast with Santa was a great success. Admission was recorded at
570 people who ate in a two-hour time period. Many thanks to the Lions Club volunteers that make
this event possible. Mr. Mazzali also noted that the department will be taking trips to the bowling
alley, movie theatre, and Wild Mountain for snow tubing during the school holiday break.
3B. Kaposia Landing Operations
Mr. Esser noted that the tile inside the concession stand is not sealed correctly and is being
discussed with the installer. The draintile installation has begun and now stalled due to the ground
not being frozen to support the heavy equipment.
3C. McMorrow Field Renovation – Light Repair
Mr. Esser noted there was a bank of lights that blew out during testing. The contractor is waiting
for frost in the ground to replace the light. The turf is looking great up to this point. The fields may
be playable in 2018, but as of right now there are no promises.
3D. Kaposia Landing Picnic Shelter Update
Mr. Esser noted that the shelter is arriving next week and will be stored at Public Works. The
shelter is second on the installer’s list for the spring.
3E. Doug Woog Arena Updates – Holiday Tournaments
Mr. Esser mentioned that the restrooms have been renovated and are re-opened. The girl’s
tournament is Dec. 26, 27, and 28th. The boy’s tournament is Dec. 28th, 29th, and 30th.
3F. Outdoor Rink Operations 2017-18
Mr. Mazzali reported that the Public Works employees have been flooding during the night time
which has made a big difference in getting the ice ready as soon as possible. He also mentioned he
will be interviewing in the coming week to fill the positions for warming house attendants.
3G. Youth Program Fee Assistance
Mr. Esser mentioned we are still looking for extra funding for the $2,000 dollar mark to be
available in 2018. We will get back to the commission when the funding source is identified.
3H. 2018 Fees and Charges
Mr. Esser noted we changed the disc golf course rental from $250 to $350 for tournaments to
position ourselves comparable in the market.
3I. Park Assignments/Visit Reports
No new items were reported.
4. NEW BUSINESS
4A. Kaposia Landing – Draintile Installation
Mr. Esser noted that Rachel Construction offered $25,000 for the drain tile to be installed. Peterson
Companies has been hired to do the work. Their estimate included fees for was for repairing
damaged water lines that will possible be hit during the installation and remobilization cost if they
cannot complete the work this winter. There are still three fields that need to be trenched and the
job will be finished. In the spring they will install sand and special sod that will quickly establish.
4B. 2018 Budget Approval – Doug Woog Arena and Parks Maintenance Staffing
Mr. Esser mentioned that Zamboni driver positions have been a revolving door. The additional
three part time positions for the Doug Woog Arena were approved to do building maintenance and
to drive the Zamboni on a regular basis. Public Works will also receive an additional park
maintenance staff person to assist with Kaposia Landing and McMorrow being open.
4C. Commissioner Appointments
Mr. Esser mentioned letters will go out for commissioners re-apply. Mr. Esser also mentioned for
commissioners to encourage anyone interested in the community to apply.
4D. Parks and Recreation Brochure – Winter Edition
Mr. Esser presented the new winter brochure and mentioned the Central Square Community Center
five for five visit promotion.
