South St. Paul Parks and Recreation Advisory Commission Minutes of January 9th, 2018 The Parks and Recreation Advisory Commission meeting was called to order by Chair Rich Dippel at 6:09 p.m. at Central Square Community Center. Members Present: Josh Dormady, Ron Morgan, Mike Lindamood, Michael Heidelberger Members Absent: Lori Miller, Mathew Helwig Others Present: Chris Esser, Shannon Young, Geno Mazzali, and Joe Forester 1. INTRODUCTIONS – None 2. APPROVAL OF MINUTES Motion by Morgan and second by Lindamood to approve the Minutes of December 12, 2017. 5 Yays. 0 Nays. Motion Passed 3A. Recreation Program Updates –Winter Break Trips Mr. Mazzali reported that the Parks & Recreation Department took six kids bowling and to a movie on Thursday 12/28. On Friday 12/29, 29 kids went on a snow tubing trip to Wild Mountain. 3B. Kaposia Landing – Draintile Installation Update Mr. Esser mentioned that Peterson Companies tried to work in December but the ground wasn’t frozen enough. Once it was cold enough the equipment wouldn’t stay running and there was too much frost in the ground so the contractor decided to stop until the spring. The trenching has been done on Field 1 and the outlets on all five fields have been installed. There could be an opportunity to start again in February or March if temperatures and frost allows. 3C. McMorrow Field Renovation – Light Repair Mr. Esser noted it will be done this winter, still awaiting an update from the contractor. 3D. Doug Woog Arena Updates – CLC Lease Renewal Mr. Esser noted that the negotiations for a continued lease with Special School District 6 will start soon. The agreement will be similar to what is in place now with both sides bring forward topics to include in the renewed lease based upon current operation. Utility cost and water usage will be requested to be metered instead of estimating. Also noted was the possibility of the school district expanding their space in the future. 3E. Outdoor Rink Operations – Cold Weather Policy Mr. Mazzali explained the weather policy. Also noted was how many skaters have visited the rinks so far this season. 3F. 2018 Commissioner Appointments Mr. Esser stated letters will go out for incumbent commissioners to re-apply, generated and mailed by the administration department at city hall. He also mentioned for commissioners to encourage anyone interested in the community to apply. 3G. Park Assignments /Visit Reports Mr. Dippel mentioned the north end of the Kaposia Park being blocked off. Mr. Esser noted that Public Works will be contacted to discuss winter maintenance polices. 4. NEW BUSINESS 4A. 2018 Athletic Field Use – Adult Softball, Field User Forum 1/24/18 Mr. Esser noted we have a meeting scheduled for January 24th with all of the local youth associations and adult softball teams to discuss the 2017 season, give an update on spring field projects, and to discuss scheduling for 2018. 4B. Regional Trail Extension Timeline – Kaposia Landing to Harriet Island Mr. Esser presented a map of the new trail extension and plans for construction location heading north out of Kaposia Landing. The project is federally funded and received an extension to start in 2019, coordinated by Dakota County. The project is estimated to cost $5.5 million for the trail to connect South St. Paul to Harriet Island in St. Paul. 4C. 2040 Comprehensive Plan Development Mr. Esser noted we are reviewing proposals. There will also be open house/feedback sessions scheduled that the commissioners will be invited to attend. 4D. 2018 Goals and Action Plans Mr. Esser noted all of the capital improvement projects (CIP) planned for this year. He also asked if there was any goals the commission has for 2018. Mr. Dipple mentioned that we should discuss the future of the pools and aquatics in South St. Paul. 5. Other Business – None. 6.
