South St. Paul Parks and Recreation Advisory Commission Minutes of February 13, 2018 The Parks and Recreation Advisory Commission meeting was called to order by Chair Rich Dippel at 6:00 p.m. at Central Square Community Center. Members Present: Josh Dormady, Ron Morgan, Mike Lindamood, Michael Heidelberger, Mathew Helwig, Lori Miller Members Absent: Joe Forester Others Present: Chris Esser, Shannon Young, Geno Mazzali 1. INTRODUCTIONS – None. 2. APPROVAL OF MINUTES Motion by Josh Dormady and second by Michael Heidelberger to approve the Minutes of January 9, 2018. 7 Yays. 0 Nays. Motion Passed 3A. Recreation Program Updates –Royal Ball Mr. Mazzali mentioned that the Royal Ball was a great turnout with 117 kids coming to the Historic Concord Exchange on 2/11/18. The event included a DJ, Balloon Artist, crafts, games, lemonade, and cupcakes. Collaborating with the city of West Saint Paul and Mendota Heights made this event possible along with the help of thirteen volunteers. 3B. Kaposia Landing – Adult Softball, Field User Forum 1/24/18 Mr. Esser noted that the Adult Softball group discussed the likes/dislikes of the adult summer league for 2017. Mr. Esser also displayed a power point on the drain tile being installed at Kaposia Landing. Individuals noted that one of the issues with the league commissioner in 2017 was not receiving their refunds within the time frame given. Members of teams also communicated that they want all of the games played in South St. Paul. 3C. McMorrow Field Renovation Mr. Esser noted McMorrow is 95% completed along with the recent lighting repair. The punch list will be worked on in the spring. 3D. Doug Woog Arena Updates – CLC Lease Renewal, Permanent Part–Time Positions Mr. Esser noted that the negotiations will start soon with the Special School District 6 who leases the Community Learning Center (CLC) portion of the building for classroom space. Also noted was that three part-time positions will be hired, approved for the 2018 budget. The positions had 19 applications with the City of South St. Paul interviewing six. 3E. Outdoor Rink Operations Mr. Mazzali explained all of the attendance numbers for the winter season as of 2/13/18. The total attendance number at all rinks for the winter season was 1,015. Total number of operating days open was 21 out of 52 calendar days. Most closing were due to cold weather policy and snow events. 3F. 2018 Commissioner Appointments Mr. Esser mentioned letters were sent out by city hall for commissioners to re-apply. Mr. Esser also mentioned for commissioners to encourage anyone interested in the community to apply for all board and commission positions. 3G. Park Assignments /Visit Reports Nothing to report. 4. NEW BUSINESS 4A. Snowmobile Trails Mr. Heidelberger asked about the possibility of getting snowmobile trails in South St. Paul that connected to trails in Inver Grove Heights. The group agreed as of right now, the city did not have any space where a snowmobile trail could work. If future connections to other trails are possible, staff will look for opportunities. 4B. AED’S In the Park Rich Dippel brought up the question of having Automated External Defibrillators (AEDs) at all park buildings. The group mentioned putting it in the budget for the future at Kaposia Landing. 4C. New Department Logo Mr. Esser displayed the new logo to everyone while giving the history of our old logo. In honor of the department’s 70th Anniversary, the commission was supportive of adopting the new logo for immediate use. 4D. Outdoor Rinks: Future Planning & Operation Mr. Esser mentioned that outdoor rinks will not sustain operation in the shape they are currently in. Long term and short term ideas were discussed with no decision or suggestion being made. The topic will be presented to the city council for further discussion. 5. Other Business – The August meeting will conflict with the election primary, commission members suggested that the meeting be moved to earlier in the moth. Members were encouraged to check their calendars to see if this reschedule will work. 6. ADJOURNMENT - Meeting adjourned at 7:30 p.m. Next meeting is March 20, 2018.
