Minutes of March 20, 2018
The Parks and Recreation Advisory Commission meeting was called to order by Lori Miller at
6:04 p.m. at Central Square Community Center.
Members Present: Ron Morgan, Mike Lindamood, Mathew Helwig, Lori Miller
Members Absent: Josh Dormady, Michael Heidelberger, Rich Dippel
Others Present: Joe Forester, Chris Esser, Shannon Young, Geno Mazzali
1. INTRODUCTIONS – None
2. APPROVAL OF MINUTES
Motion by Mike Lindamood and second by Mathew Helwig to approve the Minutes of February
13, 2018. 4 Yays. 0 Nays. Motion Passed
3A. Recreation Program Updates – Summer Newsletter
Mr. Mazzali mentioned the Giant Easter Egg Hunt coming up on March 31st. Mr. Mazzali asked
for any commissioners who would be interested in volunteering.
3B. Kaposia Landing – 2018 Adult Softball Agreement, Draintile Installation Update
Mr. Esser noted the draintile might benefit from the snow covering the ground to serve as a cushion
for the grass. For the 2018 adult softball season we will be continuing the contractual Agreement
with Dallas Apfelbacher as independent league director, if players are not satisfied we will deal
with the issues and reconsider league administration for next year.
3C. McMorrow Field Renovation – Lights Fixed, Spring Punch List
Mr. Esser noted the faulty light fixture has been repaired. This spring there will be work done on
the parking lot including changing the paint and ADA parking spaces.
3D. Doug Woog Arena Updates – New Employees
Mr. Esser noted that the budget was approved for three permanent part-time employees. Two of
them have started on March 10th. The third person will start on April 7th. This position will be
expected to drive the Zamboni and handle overall maintenance of the building covering afternoons,
evenings and weekends of the seven day a week operation.
3E. Outdoor Rinks – Season Summary
Mr. Mazzali explained all of the attendance numbers for the winter season. The total number for
the winter was 1,114. Total number of days open was 61, closed days totaled 24.
3F. 2018 Commissioner Appointments
The two incumbent members, Rich Dippel and Lori Miller were reappointed to another term by
the city council in March. Their new term will expire in 2021.
3G. Park Assignments /Visit Reports
Nothing to report. The group agreed to revisit changing park assignments for 2018.
4. NEW BUSINESS
4A. 2018 Board Officers
Due to three commission members being absent, the group recommended to defer board officer
discussion and appointments to the April meeting.
4B. State of the City/2017 Statistics
Mr. Esser explained the parks & recreation section of the State of the City and shared some of the
statistics from 2017.
4C. Spring Projects – Specialty Off–Leach Dog Area, Lions Shelter at Kaposia Landing
Mr. Esser is working on a quote for the Specialty Off-Leash Dog Park. He also mentioned we have
moved up to number one on the list to get the new picnic shelter installed at Kaposia Landing.
Public Works is currently assembling the picnic tables for the shelter.
4D. Grant Applications & Awards – Wakota Trailhead and Kaposia Landing Phase 2
Mr. Esser mentioned that by hosting a landfill, communities are able to apply for a new pilot grant
to share in the tipping fees Dakota County collects. The county is granting money back to the
communities with a landfill, which we qualify for. We have submitted two projects for funding,
Kaposia Landing Phase 2 and the Wakota Trailhead. Mr. Esser also mentioned that we have been
granted $29,000 from the SHIP program for the Wakota Trailhead design.
