South St. Paul Parks and Recreation Advisory Commission Minutes of April 10, 2018 The Parks and Recreation Advisory Commission meeting was called to order by Acting Chair Lori Miller at 6:00 p.m. at Central Square Community Center. Members Present: Ron Morgan, Mike Lindamood, Matt Helwig, Lori Miller, Michael Heidelberger Members Absent: Josh Dormady, Rich Dippel Others Present: Joe Forester, Chris Esser, Geno Mazzali, Beth Landahl, Autumn Hubbell 1. INTRODUCTIONS – None 2. APPROVAL OF MINUTES Motion by Ron Morgan and second by Matt Helwig to approve the Minutes of March 20, 2018. 5 Yays. 0 Nays. Motion Passed 3A. Recreation Program Updates – Giant Egg Hunt, Summer Preview Mr. Mazzali mentioned the Giant Easter Egg Hunt was moved indoors to Central Square Community Center due to the weather. Overall it was a great turnout considering changing locations and the weather, all gift baskets sponsored by the Lions Club were distributed. Also noted was the summer programs starting on June 11th, along with the pools opening on June 9th. 3B. Kaposia Landing – Preliminary Field Schedules, Draintile Installation update Mr. Esser noted the draintile will hopefully be finished this spring, if not it will happen this fall. Due to the weather the school district is sending a condensed schedule for spring baseball and softball which includes double headers with 5 inning games. 3C. McMorrow Field Renovation – Spring Punch List Mr. Esser noted the light fixtures have been fixed. This spring there will be work done on the parking lot including changing the paint and ADA spaces. The turf is now the City’s responsibility to manage. 3D. Doug Woog Arena Updates – CLC Lease, Summer Customers Mr. Esser noted the CLC Lease is up and we are discussing the details for our proposed amendments. Changes propose charging them for extra three rooms they have occupied that are not currently part of the lease and measuring utility usage separately instead of using an estimate. 3E. CIP Projects – Specialty Off-Leach Dog Area, Lions Shelter at Kaposia Landing Mr. Esser noted when the ground is ready, the installation of the fence will occur splitting the existing bull pen for the specialty off-leach dog area. The shelter donated by the Lions at Kaposia Landing will be installed after the concrete is done. We are first on the contractor’s list for the concrete and shelter to be installed. 3F. Park Assignments /Visit Reports – Assignments for 2018 Nothing to report. The group discussed and changed some park assignments. 4. NEW BUSINESS 4A. Design of the Mississippi River Trail Stockyards Node – Autumn Hubbell, Dakota County Dakota County presented a power point with concept designs for a trail interpretive node to be installed at the spiral bridge located and Grand and Hardman Avenues on the Mississippi River Trail. The commission’s feedback was positive regarding the preliminary direction of the design. Dakota County will continue to work with staff as plans progress. 4B. 2018 Board Officers Members of the Commission decided to keep the same officers for 2018 as 2017. Motion by Mike Lindamood and second by Michael Heidelberger to approve Rich Dippel as commission Chair and Josh Dormady as Vice-chair for 2018. 5 Yays. 0 Nays. Motion Passed 4C. ADA Transition Plan – Park Section Mr. Esser handed out a packet on the ADA transition plans and explained things that need to be changed according to ADA law. The process will take years to accomplish and is divided up into four priority categories. Public Works is already working on the high priority items that are considered immediate barriers and will document the updates. 4D. Summer Pool Operation – Northview Schedule due to Central Square Pool Refurbishment Mr. Esser mentioned that the Central Square pool is closing down for June and July due to upgrading to the filtration system to a UV system. The indoor pool will also be getting new grout and refurbishing the tile as well. Due to this, much of the Central Square scheduled pool activities and classes will be shifting to mornings at Northview Pool. This added schedule will not disrupt the regular operating hours at the pool. 4E. Disc Golf Lifetime Pass Proposal Mr. Esser requested to wait for more information to discuss next meeting. 6.
