South St. Paul Parks and Recreation Advisory Commission Minutes of November 13, 2018 The Parks and Recreation Advisory Commission meeting was called to order by Rich Dippel at 6:00 p.m. at Central Square Community Center. Members Present: Rich Dippel, Mike Lindamood, Michael Heidelberger, Ron Morgan Members Absent: Lori Miller, Josh Dormady Others Present: Chris Esser, Geno Mazzali, John Phelps, Jim McClosky 1. INTRODUCTIONS – Introduction of commission members, staff, and guests: John Phelps and Jim McClosky 2. APPROVAL OF MINUTES Motion by Mike Lindamood and second by Ron Morgan to approve the Minutes of October 2, 2018. 4 Yays. 0 Nays. Motion Passed. Agenda moved forward to accommodate guests 5. OTHER BUSINESS Off-Leash Dog Park Mr. Phelps expressed his concerns with people getting into the dog park without a pass. He suggested a key pad to enter the dog park at the gate. Mr. Esser said he would investigate if we had power for a key pad or battery operated options if there is no power. 3. OLD BUSINESS 3A. Recreation Program Updates – Youth Football, School Break Trips, Pumpkin Patch Mr. Mazzali mentioned that we had 120 players in tackle football this season and 42 for flag football. He also talked about a unique opportunity for the youth football program being invited to the Minnesota Vikings new TCO practice facility for a tour and scrimmage. The Vikings also offered our program with tickets on 12/16 to the Vikings game. Also noted was a field trip with 16 children to Bunker Hill Stables over MEA break. 3B. Kaposia Landing Phase 2 Planning Mr. Esser noted we are working on a Request For Proposal (RFP) that will be sent out soon. Design will include additional parking, lighting, playground and paved trail connections. 3C. McMorrow Field Renovation – Tentative Opening Mr. Esser noted the grand opening is being planned for May 4, 2019. A ceremony will be held however there is no guarantee that games will be played. Games are dependent on weather and field conditions. 3D. Doug Woog Arena Updates - High School Season, Recycling Mr. Esser noted the first high school hockey game of the season is tonight. The Ice Arena staff is working in coordination with our recycle coordinator on a plan to step up the recycling with the amount of traffic at Doug Woog Arena with the skaters and students of the Community Learning Center. 3E. CIP Projects – Park Signs Design and Installation Priority Mr. Esser noted the designer is tied up right now with jury duty so we are awaiting a reply regarding ordering. Also mentioned was the first park signs that will be ordered will be for Kaposia Landing, McMorrow Field, and Veterans Field. 3F. Grants & Donations - SHIP Grant RFP, Seidl’s Lake Presentation at LCCMR Mr. Esser noted the RFP for the SHIP grant design was sent out to four design and architecture firms for the Wakota Trailhead & Overlook with a submittal deadline of October 30. Staff has consulted with Dakota County regarding their opinion of the proposals submitted since they will be a partner on the project. Mr. Esser also noted staff has spoken with colleagues who have worked with the design firm favored during the review process and had great experiences with the company. A final determination will be made soon. 3G. Park Assignments/Visit Reports No new updates at this time. 4. NEW BUSINESS 4A. Outdoor Rink & Warming House Operation Mr. Mazzali mentioned operations are being planned and asked commissioners to encourage anyone to apply for a warming house position. Also noted was that Bromley will be a pleasure skating rink only this year. There will still be a warming house this season at Bromley. 4B. 2040 Comprehensive Plan Mr. Mazzali mentioned that Bromley will only have a pleasure rink for this season and the foreseeable future. Also noted was the season typically starts right around Christmas. He is also looking for more applicants and encouraged anyone to share the open warming house position. 4C. 2040 Comprehensive Plan – Parks Section Mr. Esser reviewed the parks chapter of the 2040 comprehensive plan with everyone. Also noted was each city must submit their plan by December 2019 to the Metropolitan Council. 4D. 2019 Proposed Meeting Schedule Mr. Esser distributed the proposed the meeting schedule calendar for 2019. 5.
