South St. Paul Parks and Recreation Advisory Commission Minutes of December 11, 2018 The Parks and Recreation Advisory Commission meeting was called to order by Rich Dippel at 6:00 p.m. at Central Square Community Center. Members Present: Rich Dippel, Michael Heidelberger, Ron Morgan, Lori Miller, Josh Dormady Members Absent: Mike Lindamood Others Present: Chris Esser, Geno Mazzali 1. INTRODUCTIONS –None 2. APPROVAL OF MINUTES Motion by Michael Heidelberger and second by Ron Morgan to approve the Minutes of November 12, 2018. 4 Yays. 0 Nays. Motion Passed. 3. OLD BUSINESS 3A. Recreation Program Updates – Breakfast with Santa, Vikings Partnership, Holiday Trips Mr. Mazzali reported on December 8th was our annual Breakfast with Santa at Lincoln Center. The event was busy, sponsored by the Lions Club. Mr. Mazzali further reported that on Saturday, December 15th, 35 players from the youth tackle program will be participating in a scrimmage at Minnesota Vikings TCO Performance Center in Eagan. The participants will also experience a Q & A with a Vikings player and tour of the facility. On Sunday, December 16th the Parks & Recreation Department will offer bus transportation for parents and kids from our football program to the Vikings vs. Dolphins game. We received 90 complimentary tickets and are able to invite all of the volunteer coaches at all levels to the game and their child. Last item reported, on December 27th and 28th are winter break trips planned to take school age participants to the Movie Theatre, Bowling alley, Big Thrill Factory, and the Central Square Community Center Pool swimming in partnership with Mendota Heights and West St. Paul Parks & Recreation. 3B. Kaposia Landing Phase 2 RFP Mr. Esser noted we are working on a Request For Proposal (RFP) to be distributed to vendors soon for the design of plans & specifications for Phase 2. Also noted is that staff is researching the possibility of solar/wind operated lights at Kaposia Landing. 3C. McMorrow Field Renovation – Tentative opening date and celebration, May 4, 2019 Mr. Esser reported the grand opening will be on Saturday, May 4th. There is no guarantee that games will be played on that date following the event, games are dependent on weather and field conditions. Staff will work with the youth soccer association to help coordinate the event. 3D. Doug Woog Arena Updates – MN Wild Youth Spotlight, 25 Years of Girls Hockey Mr. Esser reported that the Minnesota Wild Youth Night went great with the arena staff and youth association working together. All the Wild announcers and mascot were in attendance. The arena also hosted a 25 years of girls hockey celebration where alumni from the high school were invited to attend. There is also an on-ice logo to commemorate the anniversary. 3E. CIP Projects – Park Signs Design Mr. Esser noted we are still waiting for first drafts from the designer who was tied up with Jury Duty, causing a delay. Also mentioned was that the first park signs that will be ordered will be for Kaposia Landing, McMorrow, and Veterans Field. 3F. Grants & Donations - SHIP Grant RFP Wakota Trailhead & Overlook Mr. Esser mentioned that proposals have been received. Our interim City Engineer and Dakota County staff looked over the proposals and agreed on the staff’s assessment. The proposal price was $10,000 over the SHIP grant, thankfully Dakota County is willing to split the $10,000 difference with the City of South Saint Paul. 3G. Outdoor Rink & Warming house Operation Mr. Mazzali mentioned that the portable warming house trailers have been ordered and will be delivered on Monday, December 17th. The warming house staff training is scheduled for December18. The Public Works staff have begun flooding. 3H. 2019 Budget Approval and Fee Schedule Mr. Esser noted that the 2019 budget and fees schedule was approved by the city council on December 3rd. 3I. Park Assignments/Visit Reports No new updates at this time. 4. NEW BUSINESS 4A. Parks & Recreation Brochure – Winter Edition Mr. Mazzali mentioned that the winter brochure has been sent out and passed around a sample for everyone to look at and comment. 4B. Commissioner Appointments Mr. Esser encouraged incumbents to re-apply and asked the commission members to recruit new members to best represent our residents by age, gender, background, and ethnicity. The new term will start in March 2019 for the new commissioners. If an existing commissioner does not re-apply their final meeting will be February. 5. OTHER BUSINESS 6.
