South St. Paul Parks & Recreation Advisory Commission Minutes of April 9, 2019 The Parks & Recreation Advisory Commission meeting was called to order by Lori Miller at 6:03 p.m. at Central Square Community Center. Members Present: Ron Morgan, Lori Miller, Mike Lindamood, Josh Regan, Matt Hamilton, Michael Heidelberger Members Absent: Rich Dippel Others Present: Chris Esser, Shannon Young, Geno Mazzali, Joe Kaliszewski 1. INTRODUCTIONS – None. 2. APPROVAL OF MINUTES Motion by Mike Lindamood and second by Ron Morgan to approve the Minutes of March 12, 2019. 6 Yays. 0 Nays. Motion Passed. 3. OLD BUSINESS 3A. Recreation Program Updates – Giant Egg Hunt, Seasonal Employee Hiring Mr. Mazzali announced that the Giant Egg Hunt is on April 20th. There will be 1,700 eggs to collect and a petting zoo thanks to the generous donation from the Lions Club. Also noted was the need for volunteers and two costumed bunnies. Mr. Mazzali also mentioned that summer seasonal hires are filling a couple of holes and all hiring should be completed soon. 3B. Kaposia Landing Phase 2 RFP Mr. Esser reported the professional services proposal for Phase 2 is being negotiated with vendors. The deadline for proposal submittal is May 6th. Phase 2 may include additional parking, trails, picnic areas, lighting, and a playground. Construction may possibly begin in the fall with the likelihood of a cheaper pricing based upon project timing. 3C. McMorrow Field Renovation – Grand Re-opening date and celebration, May 4, 2019 Mr. Esser confirmed the grand opening will be on Saturday, May 4th at 10:00 AM. There is no guarantee that games will be played that day, games are dependent on weather and field conditions. The boy scouts are helping with the event planning and support along with the SSP Youth Soccer Association. 3D. Doug Woog Arena Updates – 2019 ISI Synchronized Championships: April 12 & 13 Mr. Esser noted that skaters will be participating from eight different states. Friday will be practices with the competition on Saturday April 13th. The ice arena will capture additional revenue for practice times and concession sales as a bonus for hosting the event. The ISI event is coordinated by Barb Yackel who contractually operates our Learn to Skate program. 3E. CIP Projects – Park sign Draft update Mr. Esser presented the chosen park sign design chosen by the City Council. Also mentioned was the possibility of buying all of the signs at once for a discounted price instead of staggering over a 2-3 year cycle. 3F. Grants & Donations - SHIP Grant Wakota Trailhead & Overlook Update Mr. Esser noted that joint powers agreement is ready to sign. Future plans include meeting with the Community, Parks & Recreation Advisory Commission, and City Council. 3G. Park Assignments/Visit Reports – New Assignments for 2019 Parks were selected by commission members to monitor for 2019. 4. NEW BUSINESS 4A. Doug Woog Arena – Advisory Commission Mr. Esser explained the difference of having an appointed commission and a subcommittee of the Parks & Recreation Commission for Doug Woog Arena. The Parks & Recreation Advisory Commission thought that a subcommittee would be the best option in lieu of creating an additional, separate commission. 4B. Disc Golf Sponsorship and Lifetime Pass Mr. Esser explained that the disc golf course needs the target baskets replaced. The city had been approached with an offer a single lifetime pass in exchange for purchasing/sponsorship of a new basket for the cost of $400. The course has 27 holes and would like to purchase 31 baskets total for backups and tournaments. The commission agreed to grant a lifetime pass in exchange for a basket purchased for the course. Staff will work on a policy to roll out the program. 4C. Athletic Fields – Current conditions, safety fencing, user group forum update Ms. Young reported that current field conditions are good. The city has added clay and conditioner to McGuire Field baseball in addition to safety fences in front of the dugout at McGuire and Harmon. Also mentioned was Public Works plans to renovate Field 22 at Veterans Field. 4D. Commission Officer Appointments Mr. Esser explained the roles of the Chair and Vice Chair of the commission and the nomination and election process. Motion by Michael Heidelberger and second by Matthew Hamilton to elect Josh Regan as Chair and Ron Morgan for Vice Chair. 6 Yays. 0 Nays. Motion Passed. 5. OTHER EEBUSINESS 5A. Doug Woog Arena - Naming rights for the dryland area Mr. Esser mentioned a naming/sponsorship proposal for the dryland area at Doug Woog Arena. He noted no decisions have been made and staff is working on a policy for the city council. 6. ADJOURNMENT – Next Meeting: May 14, 2019 at Central Square Community Center.
