South St. Paul Parks & Recreation Advisory Commission Minutes of May 14, 2019 The Parks & Recreation Advisory Commission meeting was called to order by Josh Regan at 6:03 p.m. at Central Square Community Center. Members Present: Ron Morgan, Mike Lindamood, Josh Regan, Matthew Hamilton Members Absent: Rich Dippel, Lori Miller Others Present: Chris Esser, Shannon Young, Geno Mazzali, Joe Kaliszewski 1. INTRODUCTIONS – None. 2. APPROVAL OF MINUTES Motion by Mike Lindamood and second by Ron Morgan to approve the Minutes of April 9, 2019. 4 Yays. 0 Nays. Motion Passed. 3. OLD BUSINESS 3A. Recreation Program Updates – Giant Egg Hunt Review, Summer Program Review Mr. Mazzali reported that the Giant Egg Hunt was a success and the weather was great. The petting zoo was a good addition and will be back in the future. Also noted was the summer camps and programs starting dates. 3B. Kaposia Landing Phase 2 RFP Mr. Esser reported we have received the proposal agreement to hire a designer for the project. WSB proposal was $75,000 for professional services. The city council has discussed implementing construction of Phase 2 into smaller phases, not completing as one all-encompassing project. WSB will meet with the Parks & Recreation Advisory Commission and City Council when designs concepts are presented. 3C. McMorrow Field Renovation – Opening date and celebration, May 4, 2019 Mr. Esser noted the grand opening went well and it was a beautiful day. He also mentioned that the Boy Scouts did a great job helping with the opening celebration. 3D. Doug Woog Arena Updates – Arena Advisory Group, Efficiency Audit Mr. Esser requested the commission for suggestions on the role and membership of an advisory group for Doug Woog Arena. The commission suggested to form a sub-group of committee members, but not an official commission. Also noted is the arena is meeting with an efficiency audit agency bringing in a variety of engineers to see how the building can gain efficiency and reduce energy costs. 3E. CIP Projects – Park sign update Mr. Esser presented the chosen park sign design from the City Council. City Council has approved for all the signs to be purchased at once. 3F. Grants & Donations - SHIP Grant Wakota Trailhead & Overlook Update Mr. Esser noted future plans include meeting with the Community, Parks & Recreation Advisory Commission, and City Council. The public process will likely begin in October. 3G. Disc Golf Sponsorship and Lifetime Passes Mr. Esser explained that the disc golf course needs the have the target baskets replaced. The contractual disc golf vendor has offered to create a single lifetime pass in exchange for someone purchasing a new basket for the cost of $400. The course has 27 holes and would like to purchase 31 baskets total for backups and tournaments. The Parks & Recreation Advisory Commission agreed to recommend a lifetime pass in exchange for a basket purchased for the course. 3H. Park Assignments/Visit Reports – New Assignments for 2019 Member of the commission suggested having a sunscreen installed on the backstop of Field 4 at Kaposia Landing. 4. NEW BUSINESS - 4A. Veterans Field Play Structure Replacement and Field 22 Renovation Mr. Esser explained we have $90,000 in the CIP for Veterans Field Play Structure Replacement. Mr. Mazzali handed around examples of playgrounds to get an idea of what the commission preferred. Also noted was the refurbishment on Field 22 at Veterans Field that took place recently, installing drain tile and replacing the infield ag-lime. 4B. Off-Leash Dog Area Agility Equipment Mr. Esser noted that the city council has approved funding to purchase dog park equipment and handed out options for the agility equipment to gain suggestions from the commission. Commission members supported climbing ramps and hurdle-type structures. 4C. Eagle Scout Project Proposals Mr. Esser mentioned that local Boy Scout Troops have informed that 11 Eagle Scout candidates will be looking for projects this year and next. Some of the projects could include plantings around the new park signs and ADA boxes at the community garden plots. Staff is creating a list of potential projects and requested the commission bring any ideas forward, especially when visiting their assigned parks. 5. Other Business - June Meeting is cancelled due to low attendance expected. No July meeting scheduled as announced at the beginning of the year. 6.
