South St. Paul Parks and Recreation Advisory Commission Minutes of November 12, 2019 The Parks and Recreation Advisory Commission meeting was called to order by Josh Regan at 6:00 p.m. at Central Square Community Center. Members Present: Josh Regan, Mike Lindamood, Rich Dippel, Ron Morgan, Matthew Hamilton Members Absent: Lori Miller Others Present: Shannon Young, Joe Kaliszewski 1. INTRODUCTIONS – Lil Leatham from Dakota County 2. APPROVAL OF MINUTES Josh Regan called meeting to order. Motion by Rich Dippel and second by Matthew Hamilton to approve the Minutes of September 10, 2019. 5 Yays. 0 Nays. Motion Passed Agenda moved ahead to accommodate item 4A. 4. New Business 4A. Thompson County Park Master Plan Presentation – Lil Leatham, Dakota County. Ms. Leatham gave an overview of the Dakota County Thompson Park Master Plan. Ms. Leatham provided Illustrations of the parks existing layout and the additions they are looking to construct. 3. OLD BUSINESS 3A. Recreation Program Updates – Youth Football, Pumpkin Patch, School Break Trips Ms. Young gave a brief overview of the youth football season. Ms. Young reported the Pumpkin Patch event took place at Kaposia Park with some snowy and rainy weather. City Staff and volunteers from the South St. Paul Community Learning Center helped with games and distributing free pumpkins to the public. A huge thank you goes to the Croatian Hall for their donation of the pumpkins, cookies and hot cider. Ms. Young noted there are three youth trips planned for the holiday break and will published in the winter brochure in the coming weeks. 3B. Kaposia Landing Phase 2 Design, Estimates, Priorities - Tabled 3C. Doug Woog Arena Updates- Staffing, Murals Ms. Young announced interviews for the position of full-time General Facility Maintenance position have been completed. A tentative offer has been made and accepted by Nathan Christianson with an anticipated start date of November 18th pending a background check. Ms. Young noted a mural is being designed to be placed on the West wall on Rink 1 at Doug Wood Arena to commemorate the hockey history of the arena. The mural will have displays of both boys/girls hockey players. 3D. CIP Projects – Dog Park Agility Equipment, Play Structure Replacements, Signs Ms. Young reported the dog park equipment has arrived. Maintenance will need to assemble before being placed at the park. Ms. Young reported no new updates on replacement of new Play Structures. Ms. Young noted they are getting bids for the installation of the new park signs. 3E. Wakota Trailhead & Overlook – Design Update, Public Engagement, FLAP grant Ms. Young noted SRF consulting will be conducting a meeting here at Central Square on November 21st to present their design concept of the Wakota Trailhead and Mississippi River Overlook project. They were in attendance at On the Road Again and at Central Square’s Fare For All to gain input from the public. 3F. Sponsorships-Disc Golf, Arena Dryland, Baseball Outfield, Archery Range Grant Ms. Young reported discussion took place at the City Council and moving forward we will investigate and create a process for sponsorships at city facilities. 3G. Trail Interpretive Signs Ms. Young noted Chris Esser is working to have them completed. 3H. Park Assignments/Visit Reports Mr. Morgan asked about the playground stand up spin piece missing from Northview Park. Ms. Young noted it was removed as it broke off at the base and maintenance is working on how to remedy the situation as there is no replacement part for the base. Ms. Young will report back with an update. 4. NEW BUSINESS 4A. Item moved forward to accommodate guest – see page 1 for item 4B. Youth Football On-field Cameras Ms. Young noted there was some discussion with youth football coaches using cameras on the field while coaching. This brought up several discussions within the football users. Decision was made to restrict the use of cameras on the field at this time. 4C. Park Events – Kaposia Park Governor Press Conference, Kaposia Landing Commercials Ms. Young reported Governor Tim Walz hosted a press conference at Kaposia Park to make an announcement for clean cars standards. Ms. Young noted that a local production company filmed a Kubota commercial at Kaposia Landing and agreed to make a donation to the park for the opportunity. 5. Other Business - None 6.
