South St. Paul Parks and Recreation Advisory Commission Minutes of December 10, 2019 The Parks and Recreation Advisory Commission meeting was called to order by Josh Regan at 6:00 p.m. at Central Square Community Center. Members Present: Ron Morgan, Lori Miller, Mike Lindamood, Josh Regan, Matthew Hamilton Members Absent: Rich Dippel Others Present: Chris Esser, Shannon Young, Geno Mazzali, Joe Kaliszewski, Stewart Crosby 1. INTRODUCTIONS – Stewart Crosby, SRF 2. APPROVAL OF MINUTES Motion by Mike Lindamood and second by Matthew Hamilton to approve the Minutes of November 12, 2019. 4 Yays. 0 Nays. Motion Passed. 4. OLD BUSINESS 3A. Recreation Program Updates – Outdoor Rinks, Holiday School Break Trips Mr. Mazzali reported that the warming house trailer for the Harmon site is being delivered on 12/17. The Public Works staff hopes to start flooding soon at Harmon, Jefferson, Bromley and Lorraine. Employee training for the season is 12/16. Eight warming house staff members have been hired. Also noted were two upcoming school break trips: 12/26 to Drkula’s for bowling and a movie theatre and 12/27 to Ninja Warrior and Central Square to swim. 3B. Kaposia Landing - Phase 2 plans and specifications Mr. Esser noted he will be meeting with WSB later in the week to discuss 50% plans for Phase 2 of Kaposia Landing design. Solar lighting has been added to the project which will be funded 50% by the city, 50% by a Dakota County grant. 3C. Doug Woog Arena Updates- Community Learning Center Transition Mr. Esser reported that the Community Learning Center (CLC) will vacating Doug Woog Arena in fall of 2020. Also noted was the off-ice training facility contract has not been renewed with the SSP youth hockey association in order to keep options open for leasing the CLC and off-ice training space together if proposed. 3D. CIP Projects – Dog Park Agility Equipment, Signs Mr. Esser noted the dog park equipment has arrived. Public Works will need to assemble before being placed at the park. Mr. Esser mentioned Public Works received a quote to install the park signs and the price was too high at $800 per sign so other vendors are being solicited for spring installation. 3E. Wakota Trailhead & Overlook- Stakeholder Meeting, FLAP Grant Mr. Esser mentioned the grant was submitted in October and would be $900,000 applied to the trailhead project. In Minnesota there were four jurisdictions who applied. Results will likely not be announced until spring. 3F. Sponsorship – Disc Golf Update Mr. Esser noted that the baskets sponsorship was approved by the city council. A policy is being written, so the details of the process are still in progress. 3G. Trail Interpretive Signs- National Park Service Interpretive Assistance Mr. Esser mentioned that we are working on the interpretive language for two of the signs and Deb Griffith, Community Affairs will be formatting and ordering them when ready. 3H. Park Assignments/Visit Reports No new updates at this time. 4. NEW BUSINESS - 4A. Wakota Trailhead & Overlook Design Presentation – Stewart Crosby, SRF Mr. Crosby presented design options for the Wakota Trailhead and Overlook design. The commission agreed with the option that shows the compost site in its current location and a more centrally-located restroom building in proximity to the Community Garden. The commission favored the overlook design with two trails instead of one. Mr. Crosby announced that the final design step will be presentation to the city council in early 2020. 4B. 2022 Gay Softball World Series Bid Mr. Esser explained that in the past tournaments have drawn around 207 teams. The tournament will be hosted in five locations around the Twin Cities on August 30th – September 2nd 2022 with Kaposia Landing being one of the five sites. The tournament takes place during weekday hours, which will provide little to no conflict with existing user groups and aid with park maintenance support by avoiding overtime scheduling. The economic impact to a sponsoring region is estimated to be $9 million. The local host group will find out in early 2020 whether or not the Twin Cities will be selected for the 2022 tournament. 4C. 2020 Meeting Calendar Ms. Esser reviewed the meeting dates for 2020 and will distribute the color-coded calendar when available. 6.
