REGULAR MEETING April 5th, 2021 Meeting called to order at 7:00 PM by Mayor Barbara J. Lloyd with the recitation of the “Pledge of Allegiance”. Roll Call – In Attendance – Paul Lowe, Kim St. Clair, Ed Harlon, Ken Mills, John Roberts, and Greg Gibson Paul motioned to accept the minutes of the Regular Village Council Meeting held March 1st, 2021. Seconded by Kim. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, Roberts – yea, and Gibson – yea. Motion Carried. Greg motioned to accept the minutes of the Special Village Council Meeting held March 10th, 2021. Seconded by John. Gibson – yea, Roberts - yea, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Ken moved to accept the Fiscal Officer’s report for March 2021. Seconded by John. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, Roberts – yea, and Gibson – yea. Motion Carried. Mayor Lloyd indicated that he Mayor’s Court Data was not yet available for February 2021. CITIZENS AND GUESTS None DEPARTMENT HEADS Administrator – Danny Wiseman Nothing Fire – Russell Taylor For the month of March, we had a total of 89 calls for service (YTD 241) as follows: Fire - 17 Calls (YTD 32) EMS – 72 Calls (YTD 209) 5 Fire Calls 49 Transports 2 Hazmat Call 11 Refusals 7 Good Intent Calls 2 Mutual Aid Calls 2 Service Call 2 No Pt of Contacts 1 False Alarm 2 Lift Assists 6 Dropped Calls 1 Income from the Ambulance so far for this year is $33,123.18. We receiving a grant from the County for $20,000.00. Which every Fire Department in the County is getting it. We had applied through ODNR for an ATV with a skid unit on the back for grass fires and all. So, if it is ok with Council we would like to use that $20,000.00 to get that (ATV) and to help with grass fires and mount a snow plow on the front of it for the wintertime to keep our pad clean and around the building. Eric Waltemire, he does all of our schooling (training), he is setting us up for PE hours full time. This way everyone will have what they need. I was appointed to the executive board with LAPC to represent Fire and had 2 houses burn. Mayor Lloyd asked for a motion to authorize the Fire Department to purchase the ATV. Ed motioned to allow the Fire Department to purchase the ATV. Seconded by Kim. Gibson – yea, Roberts - yea, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Police – Mark Ross We had 135 calls incidents, 22 Reports, 6 warrants (tried/served), handled 7 accidents, had 3 misdemeanors arrests, and 41 traffic citations and/or written warnings for a total of 214 events. I want to introduce our new Auxiliary Officer, Officer Michael Shankle, he has over 13 years of auxiliary experience and full-time positions. As of the 1st of March, I attended and completed the new Chief of Police training/class which is required by state law for new hires. I learned a lot of things that will help my job better and make our Police Department stand out as professional. One of the things done was joining the Ohio Police Chief Association and the Ohio Collaborative initiative. Another exciting event is the arrival of the new cruiser, a 2021 Ford Explorer. It arrived on March 9th and striped the following week. The cruiser will be sitting outside for all to see with a new design and decals. The rest of the equipment, radios, lights, and cage will be installed on April 7th in hopes to put it in full commission on the 8th or 9th. My plan is to contact the media and show off our new cruiser and design. I want to thank Madame Mayor, Council, and Chris for your full support in getting this new cruiser for the Police Department. One last thing, in hopes that you will pass the Resolution for a Part-Time Evidence tech, to help with the over filling evidence room. I want to thank you in advance. My goal is eventually having a third Full-Time Officer again with two to three Auxiliaries that will assist us in making South Zanesville a Safer community. Council Member Mills asked Mark why can’t we coordinate you with the deal with the Parks and Recreation? We are going to have the Mayor and someone from WHIZ, I know we can get them here, and we can do that and the community meeting at the same time. Mark said we can do that. 2 Council Member Lowe said he has some comments: I notice that the Citations and warnings are down. February and January, we had an average of 24 calls and now we are down to 18, is this because of the Police presents being felt and behavior of operators (vehicles) aware of the force more? Mark answered by saying the calls in March was because I was gone for a week, so some of that went down as well as things are becoming slim pickings because of increased enforcement. Council Member Lowe said we might want to make sure, which you probably already are, altering the places where you or Officer Mascher sit. Like on Clay Street in notice Officer Mascher is doing a fine job but he is stationed at the City Electric, there is a better sight up the street as individuals tend to speed more up the hill. Coming down the hill where I live. Water – Danny Wiseman A lot of projects and since Rob (Guentter) is here I’ll let him talk about them. Street – Danny Wiseman We met with Shelly and Sands as well as the Council Committee and they will be talking about the issue at E. Main and Pembroke Avenue. Council Member Gibson asked if there was a time-table of when they are going to pave Hillcrest. Danny replied we will not know until they (County) releases the money. REPORTS OF COUNCIL COMMITTEES Street Committee – Council Member Roberts – We met tonight to talk about E. Main and Pembroke where there is a big hump. They, Shelly and Sands, recommends that we put in new curbs and make the blacktop a little longer to get the hump out. We have received an estimate on the curbing at $10,600.00 for curbing on both sides of E. Main St. Mayor Lloyd asked for a motion to spend the $10,600.00 for the curbs. Kim motioned to approve spending the $10,600 for curbs. Seconded by Paul. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, Roberts – yea, and Gibson – yea. Motion Carried. Personnel Committee – Council Member Gibson – The Personnel Committee members agreed to the Job Description and Duty list for the Full-Time Fire Chief Position and is ready for him to start, the Fire Chief that is. We also agreed to a pay raise for the Utility Clerk, Tia. She is doing a great job handling all of her duties and new duties. We also need to approve the hiring of a Police Evidence Monitor (Clerk). Park Committee – Council Member Lowe – We met and talked to with everybody on the Committee, Barb, Danny, Chris and Rob Guentter about the Parks future. Rob Guentter said we should get a map of the Park, a list of maintenance, things that needs to get done such as repainting the tires, repainting the dugouts, cleaning the benches that are there and to get people involved to come out and help us with ideas at a Public Meeting. Have input from the Public at this meeting which we set a date of April 26th at 7 PM. This is to have the public come in. We would like TV coverage on this in order to let people know about the meeting. We need young 3 people, old people, everybody to come in and give us idea and look at what we are thinking about. We will have a blown-up map of the park that we can display and let the people come up and come up with ideas that they would like to see happen. We could have the public put stickers or vote as to which things they think would be best to be done. So, the goal here is to get a $42,000 grant which we have to apply for by June 1st. That is why we are going to have the meeting as quickly as possible. This is going to be announced the paper as well as getting media coverage and that is what we decided. Motion Carried. 4 Ordinance 2021-7 AN ORDINANCE FOR REMOVAL OF NOT SECURE, UNSAFE, AND STRUCTURALLY DEFECTIVE RESIDENCE STRUCTURE LOCATED AT 99 UNION STREET IN THE VILLAGE OF SOUTH ZANESVILLE Council Member Mills asked “If we have to tear the house down why don’t we own the property, this guy is never going to pay anything on this property, we are going to take a loss?”. Chris Kerby said the Village will put on an assessment for the property if we tear the house down, so he will have to pay the taxes (assessment) and if he does try to sell it we get our assessment first. Council Member Mills said “What I am saying is this guy is just going to walk away.” Chris Stated it is a safety hazard number one. Council Member Mills asked “Can we put an assessment on it say the Village owns the property?” Mayor Lloyd said no, but if he quits paying taxes on it the property will go up for Sheriff’s sale. Resolution 1075 A RESOLUTION TO HIRE A FULL TIME FIRE CHIEF FOR THE VILLAGE OF SOUTH ZANESVILLE AND DECLARING IT AN EMERGENCY Council Member Mills said I have a question about this one too. I had no idea this was even coming up till last month, what am I supposed to tell the people of South Zanesville, we don’t have the swimming pool but we are hiring a full time (Fire) Chief? Just tell me what to tell them and that’s great. Mayor Lloyd said tell them it is a money thing, we can not open that pool for less than $200,000. Council Member Mills said it is likely to come up when we have this meeting. Mayor Lloyd said we will be ready. Ed moved to suspense with the three separate readings rules of Resolution 1075. Pembroke Ave. – Chris Kerby stated we need to do something about the trailer. We sent them a public record answer and I spoke to Kevin (Solicitor) and he told me “Move the trailer”. Council Member Lowe asked if that was the one that had the lawyer on it? Chris Stated he filled some paperwork to slow us down, but in reality, they don’t have a leg to stand on. Council Member Lowe said we have been talking about this for a long time so. Council Member Harlon asked if we gave them a 30-day notice and Chris said we already did that. Mayor Lloyd asked how do we enforce that? Kevin said you just take your people down there and have the Police Chief go down with you to keep the peace and move the thing out of there. Kevin continued by saying looking at your Ordinance, I think it provided that we give them notice, we gave them the notice, and the did not comply, so now just go do it (move the trailer). It is similar to an eviction, but not an eviction. Kevin added Danny if you want to give them a date and time your coming to have it moved that is fine, but I don’t know if you have to. We gave them the notice according to the Ordinance of what we were going to do if they did not comply. The thing from Benbow, her lawyer, since he has not filed any restraining order or any type of injunction, or anything like that, just ignore it. That is his fault, if he wants to go wine to the courts after the fact we will deal with him then. But, nothing has been filed to stop you from going forward with the Ordinance. Mayor Lloyd asked “What do you do take it to the impound lot”? Council Member Gibson said straight to the dump. Council Member Roberts asked “Should we give them the chance to get their stuff out”? Mayor Lloyd said “I think we should give them a few days”. Kevin suggested to go down and look at it to make sure what you are getting involved in. Just take the Police Chief with you to keep the piece. 6  NEW BUSINESS Mayor Lloyd asked Rob Guentter to talk about the Water Meter Project. Rob stated we applied with the Public Works Commission to replace all of the residential water meters and there are 2 different ways to get funding for small government. The first one is where we compete against everybody and we just below the line not to get funded, but the said if a project gets cancelled you will get the money, but there is a second chance and that is by going through Small Government. The criteria for the second chance are totally different than the first and we scored number one in nine or ten county area for small government. Even better, instead of getting 100% zero percent loan it came through as half grant, so we got a quarter of a million dollars which half of it is free and half of it is zero percent interest loan. Council Member St. Clair asked if there was a way to look into any paving grants for Riverbend and Stephens Lane for next year? Rob, replied yes, we just need to set our priorities for the what we want paved. We have had success by being honest about what streets are really the worst.
