REGULAR MEETING June 7th, 2021 Meeting called to order at 7:00 PM by Mayor Barbara J. Lloyd with the recitation of the “Pledge of Allegiance”. Roll Call – In Attendance – Paul Lowe, Kim St. Clair, Ed Harlon, Ken Mills, and Greg Gibson Ed motioned to accept the minutes of the Regular Village Council Meeting held May 3rd, 2021. Seconded by Kim. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, and Gibson – yea. Motion Carried. Paul motioned to accept the minutes of the Special Village Council Meeting held May 28th, 2021. Seconded by Kim. Gibson – yea, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Greg moved to approve the Fiscal Officer’s report for April 2021. Seconded by Kim. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, and Gibson – yea. Motion Carried. Kim moved to approve the Fiscal Officer’s report for May 2021. Seconded by Greg. Gibson – yea, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Mayor Lloyd presented the March through May Mayor’s Court Data. CITIZENS AND GUESTS Mr. Blake Van Wye – 70 S. Pembroke Ave. – It is about the same thing every time I come here. I mean it has not stopped. Stop the Speeder’s along South Pembroke. Like I have said before I’m not going to have them taunt me. Ain’t going to happen. Mayor Lloyd said Nothing else you’re not going to threaten. Mr. Van Wye said I’m not threatening. Mayor Lloyd said I don’t want to here it, ok. Mr. Van Wye said I’m just telling you, I mean, I have come to you, I’ve went to the County, I’ve went to Mark (Chief Ross), I went to everybody I know to get this resolved, and it is still going on. Mayor Lloyd said I understand. Mr. Van Wye continued by saying “right before I come down here, probably a ½ hour ago, one went by my house flying about 90 MPH, right through the caution light. There are no sheriff’s, I mean I see a sheriff probably 3 times a week. Council Member Lowe asked have there been patrols on this area (directed at Chief Ross). Chief Ross replied yes, I was there this morning and actually got a person going 38 MPH in a 25 MPH zone and sited her. I had to chase her down to Beechrock and then up to Albert. Council Member Lowe asked if there was anyway the Village could get a speed limit machine that shows how fast your going and would that slow people down? Chief Ross said it can and he would have to check to see if he can get one. Mayor Lloyd asked Dan (Administrator) in the meantime can we post a couple more speed limit signs. Dan replied we can but they are already up and down through there. Chief Ross said if we could and there is a post already right from Milldale into the Village. 1  DEPARTMENT HEADS Administrator – Danny Wiseman The ½ trailer at 87 S. Pembroke is gone. Fire – Russell Taylor On runs for the month of May, we had a total of 83 calls for service (YTD 399) as follows: Fire - 20 Calls (YTD 66) EMS – 63 Calls (YTD 354) 7 Fire Calls 42 Transports 2 Hazmat Call 10 Refusals 0 Good Intent Calls 5 Medic Assists 3 Service Call 5 No Pt of Contacts 7 Canceled 1 Lift Assists 1 False Alarm 4 Mutual Aid Transports 66 Patients Treated In May of 2020 we had 335 calls so we are up 64 calls. Income from the Ambulance so far for this year is $56,809.34 which is 54% of our projected budgeted income for the year. We are averaging a little over $11,000 a month. The chicken BBQ come and went. We sold about 1375 chicken dinners, we supplied the Zanesville Fire Department with the extra chicken. All of the Fire Trucks have had everything taken out of them, and cleaned by compartment, and straightened everything out. I’m sure you noticed also out in front of the building the flower pots and the flowers and we went out and bought some extra stuff and put it out to get it cleaned. Police – Mark Ross We had 164 incidents, 17 Reports, 6 warrants (tried/served), handled 5 accidents, 4 misdemeanors arrests, 2 felony arrest, 55 traffic citations and/or written warnings for a total of 253 events. There were 12 Auxiliary hours worked. In the report with all of the above information you will see some pictures of 2 separate bust that Officer Mascher did a heck of a good job on. On April 17th, 2021 Officer Mascher stopped a vehicle that had fictious tags after it was seen in the Ollie’s parking lot. The male subject fled on foot leaving the female driver behind. It was discovered that the female had a firearm with her that was being carried illegally. Inside the vehicle was found a bag of drugs. The male, who ran, was possibly her boyfriend who had a warrant on him out of another county. The drugs that were recovered was 241 grams of meth, 11.6 grams of cocaine and 35.6 grams of fentanyl. 2 Then on May 21st, 2021 Officer Mascher investigated a private property accident at Xterminator on Maysville Ave. During the investigation, Officer Mascher came across the same female and male from the April 17th, incident. Both female and male were detained for that drug investigation that led to more narcotics seized. The male was arrested along with the female. The drugs that were recovered was 179.9 grams of meth, 47.4 grams of fentanyl, and 10.8 grams of cocaine. Also, recovered was over $1,500.00 in cash. The drug investigation continued with our help and with the help of the Drug Task Force that led to the supplier in Roseville, where a search warrant was executed, the supplier was arrested. With the two drug investigations on the same people resulted in an Indictment on May 26th, 2021, for 3 counts of Trafficking Drugs (F/1), 3 counts of Possession of Drugs (F/1), and Improper Handling of a Firearm (F/4). Then on June 2nd, the male was indicted again for 3 counts of trafficking Drugs (F/1) and 3 counts of Possession of Drugs (F/1). In other issues as of the end on May (2021) we have 713 incidents. Last year when I took over in August (2020), we had around 175. At the end of the year (2020) we had 707 incidents. Water – Danny Wiseman Nothing Street – Danny Wiseman The South Pembroke curb has been replaced and he is working on the Main Street curb. Weather permitting, he should be done before long. Main St. ORDINANCES AND RESOLUTIONS Ordinance 2021-7 AN ORDINANCE FOR REMOVAL OF NOT SECURE, UNSAFE, AND STRUCTURALLY DEFECTIVE RESIDENCE STRUCTURE LOCATED AT 99 UNION STREET IN THE VILLAGE OF SOUTH ZANESVILLE Ken motioned to pass the 3rd Reading of Ordinance 2021-7. Seconded by Paul. Kim motioned to pass Ordinance 2021-7. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, and Gibson – yea. Motion Carried. 3  UNFINISHED BUSINESS Mayor Lloyd stated that Rob submitted the NatureWorks Grant for the walking trail and dog park fencing. Also, he is working on a COPS Grant. NEW BUSINESS Water Tower Bids – Chris (Fiscal Officer) presented the 3 offers and requested council to decide which offer to go with. Ed motioned to accept the offer from Community Bank, Seconded by Kim. Gibson – abstained, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Mayor Lloyd asked Council if the Village should start charging for the rental of the Shelter again. Greg motioned to start charging for the rental of the shelter, seconded by Kim. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, and Gibson – yea. Motion Carried. Mayor Lloyd also let Council know that she swore in 3 new Auxiliary Police Officers. Mayor Lloyd also told Council that she received a Letter of Resignation for Council Member John Roberts. She then read the letter. Mayor Lloyd asked Council to approve purchasing a $50.00 VISA gift card showing the appreciation of the Village for his many years of service. Kim motioned to purchase the VISA card, seconded by Greg. Gibson – yes, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Council Member Gibson asked/stated that Council needs to appoint a new person for the vacant Council seat within 30 days, right? Mayor Lloyd said correct. Council Member Gibson said I have a person that I would like to make a motion to appoint. I would like to make a motion to appoint Kyle “Bo” Coconis to take the empty council seat on the South Zanesville Village council, Paul seconded the motion. Mayor Lloyd asked if there were any other motions for candidates. Ed motioned to appoint Mike Nunley. No second was presented. Ken motioned to close nominations, seconded by Kim. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, and Gibson – yea. Motion Carried. Roll call vote to approve Kyle “Bo” Coconis to fill the empty Council Seat: Gibson – abstained, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried.
