REGULAR MEETING July 6th, 2021 Meeting called to order at 7:00 PM by Mayor Barbara J. Lloyd with the recitation of the “Pledge of Allegiance”. Roll Call – In Attendance – Paul Lowe, Kim St. Clair, Ed Harlon, Ken Mills, Kyle Coconis, and Greg Gibson Kim motioned to accept the minutes of the Regular Village Council Meeting held June 7th, 2021. Seconded by Paul. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, Coconis – yea, and Gibson – yea. Motion Carried. Paul moved to approve the Fiscal Officer’s report for June 2021. Seconded by Kim. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, Coconis – yea, and Gibson – yea. Motion Carried. Mayor Lloyd presented the June Mayor’s Court Data. CITIZENS AND GUESTS Mr. Joey Creeks – 42 Valley Gem Dr. – I was wondering if we could get a few “Slow Children Playing” signs around the neighborhood (Roberts Addition), there are a lot of kids living up there. I was told to come and maybe get my word out. Mayor Lloyd said I’ll check with Dan (Administrator) and see if we have any signs. Mr. Creeks than said maybe we could get more patrolling in the area, it is getting a little out of hand, between 3 and 6 pm when people are coming home people are driving crazy and kids are out on their bikes. Council Member asked up and down the hill? Mr. Creeks said everywhere, there is one “Slow Children Playing” sign on Juanita Drive where there are no kids even living. And number 3 is what is the laws on side by sides and golf carts in the Village? I have seen a lot of golf carts with slow moving vehicle signs, I was told I need a license plate. What happens, like do you know anything. Mayor Lloyd said I don’t think we have anything. Council Member Mills said we talked about this at the last meeting and if they have a slow-moving sign on the back of their vehicle they can use it in South Zanesville. Mr. Creeks said my question is I have a Razor (Polaris Ranger) and I have to have a license plate on it, with insurance, why shouldn’t they? What if they hit me in my vehicle in their golf cart? Council Member Gibson said I think in most other Village’s you can have a slow-moving vehicle but your machine if it is on the road insured and you got have to have proof, if a cop wants to stop you and ask for proof of insurance he can, because I have my golf cart insured. Council Member St. Clair asked how fast does a golf cart go and how fast does a Razor go. Mayor Lloyd said a golf cart can go up to 30 to 35 mph. Mr. Creeks said not to name names but there are a lot but they have their 12 or 13-year-old grandkids riding around Valley Gem, now what if I come up and they T-Bone me and they look down this way, they are not insured but I am, who takes care of my truck? Mayor Lloyd said it would have to go back on their Home Owners Insurance. Council Member Mills said I have not seen a juvenile anything. Mr. Creeks said come up to Valley Gem and Council Member Gibson said yes, they do up there. Mr. Creeks said if I have to pay for a tag on my buggy through the State of Ohio, the law is that your supposed to have blinkers, working lights, windshield and rub in the State of Ohio on a gulf cart under a 35- mph road. You can look it up, it was passed a few years ago. Council Member 1 Coconis said I think it is going to become more of an issue just as more and more people have those types of vehicles. Mr. Creeks said throughout the night there are probably 6 or 7 different golf carts up on Valley Gem. None of them live up there besides 1. Mayor Lloyd said I will have Mark and Dakota (police) come up more often and actually stop the drivers and talk to them. Council Member Lowe said why don’t we think about getting in line with Ohio’s laws? Mayor Lloyd said we will look into that too. Kevin Van Horn, Village Solicitor, stated the police has the authority to charge under state statues so they can do that. Mr. Blake Van Wye – 70 S. Pembroke Ave. – Listening to him (Mr. Creeks) I basically want to address the same situation about the Child Playing Signs and I live right there at the boundary line between the county and the city. There should be a speed limit sign right there in the Alley, some people go over the speed limit there and it seems like he is having the same problem we are having. I have no problem with people on golf carts, the Razors, some of them fly like at 60 mph and they come around the corner at Beechrock and the are sliding there tires sideways. The kids and I know they are kids, and I know one of them are going to dart out into the road and one of them is going to get it (hit). Mayor Lloyd said again I will tell the Chief and Dakota to stop them. Mr. Jerry Wyatt – 56 S. Pembroke Ave. – I had some issues with the neighbor, Hartman’s who lives at 60 S. Pembroke Avenue. We had a situation that happened a couple of years ago where he would drive commercial trucks home and he would park, there is an alley along side my house (56 S. Pembroke) between the other property I own (52 S. Pembroke – vacant lot with a garage). At the time he parked, I have been down here several times and asked for something to be done I don’t know how long but this has been going on for quite some time. Now I’m in the situation I’m at the lot and he still doing the same things and I called down here to the office and said something and it didn’t work. And asked if I could get driveway access down into the lot. Council gave me 20 feet to put a driveway, so I put a driveway in and put gravel down and stakes that said do not block driveway, no parking. And I painted an orange line clear out to the street. If you go down there right now, I bet that truck still sitting there. He moved it once today. And he came back and there was like ½ a truck length from the alley past my first sign now it is clear in front of both signs. I took pictures guys right here. However, two weeks ago this happened and I come down and talk to Mark, he came up and met me at the house. He went up there pulled in and he said I can’t turn around this has to stop. If you come up there right now there’s another truck a different truck but same people. They both have big commercial hitches on them. They are both parked back in the alley. You cannot come down from my garage come out on the alley on the Pembroke without going clear in the other lane. You can’t see we’ve had a lot of close calls if anybody hits my wife or any of my grandkids is going to be a lot of things happen. Anyway, Mark came down two weeks ago when I had this problem. Same problem different truck. I come down talk to Dakota he went up and I asked him go down Pembroke turn left on to Beechrock go behind the garage down the alley there’s the trucks. He went up and I followed him he went down Beechrock to Pembroke and up the alley back down on Beechrock up around over to the end of the alley and came back up to my house. Now I didn’t get any information from him so I come down here he was there in the parking lot I said what you think he said there isn’t anything to complain on or to do. I said well I think there is and it’s a problem and I think you need to give them a ticket and tell him he needs to move and he can’t park there. Well, it is still there. The second time I came down and got Dakota he went up went down the alley come around parked on the side of the street and got out and took pictures I said what are you going to do now. He said were not going to touch it. They had them move it two weeks ago and you’re not going to touch it? Well, I called Barbie and told her he said we don’t have to do anything so now we have a problem as far as I can tell. At his house he lives on the corner of each rock you put a garage in the basement you go down there right now he is parking from beach rock there is a sign of the parking lot this is no parking on the side from the sign and 2 I’ll take a picture of it sometime clear down the beach rock he’s got all around I’ve only got 20 feet and he’s got 50. I don’t care I just don’t want him out the alley there’s any way to keep him out of the alley is a driveway. Paul Lowe says so you’re saying that if you go down Pembroke and turn on the beach rock and you had the first alley to the left. Interrupted by Jerry Wyatt right behind his garage and my garage. Mayor Lloyd said its paved. Right now, he’s not in the alley because he moved it up between both of my signs. He isn’t blocking the alley but he sure is blocking my drive way. Paul Lowe says you have a driveway that he is blocking? Jerry says Yes. Mayor Llyod asks do you have a picture? Jerry replies if anyone can get it, I can’t do these new phones. Mayor Lloyd says let me see it. Jerry says I have them on her somewhere. I was here a couple years ago asking about putting a driveway in. Paul Lowe asks does he have a trucking company? Jerry says no he doesn’t have a company he’s an independent contractor. He has worked for companies that has boom trucks and bucket trucks. Paul Lowe asks what is his address? Do you know? Jerry replied 60 S Pembroke. Paul Lowe says right on the corner. A council member states he is a power lineman. Council member Kim St. Clair says can a homeowner call a towing service for someone parking in the back alley? Mayor Lloyd says he is saying that this is his driveway but there is still a sidewalk and a curb. Jerry says how does he get away with it with his basement garage? Mayor Lloyd says there is no sidewalk or curb. Jerry says yes there is. It goes clear up Beechrock. There is a sidewalk mam I promise you. It goes clear to Beechrock. Now then you go across the street to the west, you go up a couple houses there are two houses up there the people put stone in the yard they are driving over the curb to get in over the street and its okay with me because there is no place to park and I don’t care. And a told all these people except Hartman that is they are having a party or get together that the yard over there is nothing but grass. I don’t have a problem with it. It can go on all day long I don’t care. But Hartman’s parked in there one time, I got him a ticket for that. He just up and parked in there. Right behind my house there is parking place for the Methodist Church up there. He parked all of his vehicles in there. They got a new preacher there a few years ago. The first day Sunday morning she got up there were vehicles parked in her yard. She calls up, the people from the church they come down. They just took over and parked them there didn’t no one say anything to him. There are still no trespassing signs in that driveway right now and I took pictures of it. Mayor Lloyd says give it to the street committee. But this is just, you are saying that I don’t have a driveway from the street to my yard. Because well there used to be a curb there too and when they started parking the big stuff it started sinking down down down then they would park it up in the grass causing big mud puddles. So, I come to council and I asked can I pin that curb and pour a new curb, no I am not aloud to do that. Can I put a telephone pole? Cause I had one. Behind that curb nope you’re not allowed to. I am not allowed to do anything. And someone is going to do something sooner or later somehow. Good bad or in different. Mayor Lloyd says okay we will get it to the street department and get ahold of Mark and get it figured out. Jerry says why can’t I have access from the street to my yard? What’s this deal with the strip of grass and the sidewalk? Mayor Lloyd says I don’t know. Council Member Kenny Mills says I am with the street committee. We need you to come down and meet with the street committee and tell us exactly what you want to do. Paul Lowe says and maybe take them up there. Jerry says I am retired I can meet you whenever. Kenny Mills says Jerry I know where you live and I know what the problem is. We have had this problem for 6 or 7 years. Barb says can I see the pictures? Kenny says I went down that alley when his truck is sitting there and you cant go down that alley. We need you to come to the street committee and do something about it once and for all because we have fought this for a long time. Barb says I will let you know what time next month before the meeting because we have the committee meetings before. Kenny says we need you to think about it and see what you really want done. Jerry says I want the village to do for me what they have done for him. The village gave him 50 feet of driveway and I am only allowed 20. I was given 20 but they won’t 3 enforce it. Nobody wants to. Barb says alright we will take care of it. Jerry says I am sure you will, I hope. Kenny Mills says so do I. I was on the deal when he parked on the churches ground too. I remember when it was full of cars that did not belong there. So, we will see what we can do. I am with you we gotta do something. Jerry says at one point in time they moved there they were the nicest neighbors in the world. They would do anything for you and I am sure right now if he was sitting back there listening to me and I said T-bone would you come help me start my truck he would help me, but on the other hand he can be an absolute a hole and he don’t care, everything revolves around him. Nobody will say anything they don’t do anything to him they just, it’s been that way for years. Paul says what did you say your first name was? Jerry said Jerry. Kenny says they did try to give him tickets, they went up to talk to him. It is not that someone hasn’t been trying. Jerry says but the thing is whatever Dakota said to me last Saturday they couldn’t do anything but Mark did 2 weeks prior. Same situation different truck. Barb says okay we can’t beat a dead horse right now so let’s move on. Kenny says we will see you next month. DEPARTMENT HEADS Administrator – Danny Wiseman On Vacation Fire – Russell Taylor On runs for the month of June, we had a total of 104 calls for service (YTD 503) as follows: Fire - 18 Calls (YTD 90) EMS – 86 Calls (YTD 463) 4 Fire Calls 59 Transports 4 Hazmat Call 8 Refusals 0 Good Intent Calls 2 Medic Assists 1 Service Call 4 No Pt of Contacts 9 Canceled 8 Lift Assists 0 False Alarm 5 Mutual Aid Transports I also passed out numbers for mid-year, mutual aid call year to date, response time data. Mutual Aid Calls will be picking up now as we are now the 1st one out after they, Newton Township are out now (we take all their 2nd EMS calls) and the for the City of Zanesville we are 3rd out for squad calls and 2nd out for fire calls. Our EMS Billings, our goal was $111,000.00 for the year and we have collected $58,890 so far which is 63% of our goal and feel by October we will have meet our goals. A couple of other things, is there any way that the FD duty crews can take over mowing grass around the front. Mayor Lloyd said she would talk to Dan, doesn’t sound like a problem to me. The other thing is everybody knows I have been running pancake day for the last 6 years and we had a meeting the other night and the Seretoma Club is disbanding because the average age of the people in the club is 60 years old. So, they turned the whole thing over to the South Zanesville Fire Department. The Fire Department is now going to be running Pancake Day. Mayor Lloyd said our Fire Department. Russell said we took a 75-year tradition in the County and they turned it over to the Fire Department. So, we will be running it for now and we are changing the name to Community Pancake Day sponsored by the Fire Department. They donated all the tables and cookers to the Fire Department. 4 We will select a different charity every year that can come help and half the profits will be donated that year to them. The Village/Club get the other half which will help us buy T-Shirts and Tools. Police – Mark Ross We had 145 incidents, 12 Reports, 2 warrants (tried/served), handled 2 accidents, 5 misdemeanors arrests, 4 felony arrest, 49 traffic citations and/or written warnings for a total of 219 events. There were 45.85 Auxiliary hours worked. During the last Council Meeting on June 7, 2021, I reached out to Ohio State Highway Patrol and was able to obtain a speed sign to be used in problem areas throughout the village. The speed sign shows oncoming traffic speed and collects data during each speed that was registered. The speed sign was first set up on South Pembroke Avenue near Beechrock Drive registering traffic heading northbound. The starting date and time of the speed sign was June 9th – June 14th, 2021. The speed sign showed that the medium speed for South Pembroke was 20 mph. 85% of the vehicles’ speed measured showed an average of 26 mph and the maximum speed that was measured during the 5-day period was 53 mph. On June 16th to June 23rd, 2021 the sign was placed on Kensington Avenue. The data showed medium speed of 17 mph, 85% of the speed measured was 23 mph and the maximum speed measured was 41 mph. On June 25th to June 30th, 2021 the sign was placed on E. Main Street near Stanley Avenue and the medium speed measured 25 mph, 85% of the speed measured was 31 mph and the maximum speed measured was 53 mph. According to the patrol the data of number of vehicles traveled is off and is correct. However, the speed analysis is correct. In addition to the activities of the Police Department, on June 2nd, 2021 from previous traffic enforcement incidents 2 subjects were taken to grand jury and indicted for trafficking in drugs F/1 and possession of drug paraphernalia. Officer Masher had 4 OVI arrests throughout the month of June. At the latter part of the month, June 23rd, 2021, 2 separate cases of drug possession and drug paraphernalia indictments were taken to grand jury and 2 indictments were handed down from those cases that were worked previously. As of the beginning of June 2021, 3 additional auxiliaries were added (Amy English, Jason Weaver, and Kaitlin King). All 3 has put in their required eight hours, totaling in auxiliary hours 45.85 hours. With Joe Miller’s help we have had 2 court orders to destroy evidence which has cleared at least 1 part of a shelf in the evidence room. Work is continuing on a weekly basis to research past evidence to clear out the evidence room. This is a long process. If you have any questions or concerns, please contact Mark. Mayor Lloyd said she would like to see if the Beautification and Park & Pool Committee could get together to discuss getting together and see about planning some kind of Community Day. Council Member Lowe said put it on for next meeting. Mayor Lloyd said with Kyle (Bo) coming onto the Council if anyone wants on a specific committee that they are not on let me know. 6 Council Member Lowe said I thought we had made it clear that we wanted the tires at the city park painted. I thought we made it clear that we wanted the lines on the basketball court needed to be repainted. I see nothing and it is getting on my nerves. I mean we have personnel and what are they doing? Mayor Lloyd said I will look into it. Mr. Van Wye said they have been going around patching holes and there is one (a hole) just before you get to O K Coal in the northbound curb lane, is there any way to patch that hole? Chris Kerby said I have already called ODOT as they have to patch them, but I will do it again. Mayor Lloyd said the County needs to patch the Greenhouse Bridge yet.
