REGULAR MEETING AUGUST 2ND, 2021 Meeting called to order at 7:00 PM by Mayor Barbara J. Lloyd with the recitation of the “Pledge of Allegiance”. Roll Call – In Attendance – Paul Lowe, Kim St. Clair, Ed Harlon, Ken Mills, Kyle Coconis, and Greg Gibson Kim motioned to accept the minutes of the Regular Village Council Meeting held July 6th, 2021. Seconded by Greg. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, Coconis – yea, and Gibson – yea. Motion Carried. Ken moved to dispense with the Fiscal Officer’s report for July 2021 because we are awaiting the bank statement. Seconded by Paul. Gibson – yea, Coconis - yea, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Mayor Lloyd presented the July Mayor’s Court Data. CITIZENS AND GUESTS Mr. Blake Van Wye – 70 S. Pembroke Ave. – I have been coming here for the last 4 or 5 Council Meetings about the speeding here in South Zanesville. I have requested some speed limit signs be posted on South Pembroke, near Beechrock, soon as you turn the corner at the flashing light before you get to the Village/County line. There are kids crossing there all the time and you have people drive/fly by all the time. If a kid comes out between parked cars then they are done. I would put the signs up if the city would furnish them. Mayor Lloyd asked Danny if we have any signs. Danny replied yes, we do and I have put some up on lower Kensington, South side of Pembroke and the north side of Main St. since the last time you asked. If you want more up we can put more up. Mayor Lloyd said let’s put at least 1 more up closer to the flashing light. Mayor Lloyd asked the Police Chief “What is the speed limit for alley’s, 10?” Chief Ross replied 15. Mayor Lloyd asked Danny if we had any 15MPH signs. Danny replied no. Mr. Van Wye said if possible there is a place right by the telephone pole right there where the alley is at, the neighbor said there is no problem putting it in his yard. Mr. Van Wye said I have another issue I would like to talk about, I got a card in the mail about sexual predators living down the street from me. I had an encounter with the guy the other day, I stopped by the stop sign to let him cross and he just stood there and looked at me, he had Burger King, he just sort of starred at me and went across the street. I am not sure if he is the one, predator, or not but I don’t want him around. Chief Ross said the Sheriff by law has to notify all residents in the area, it depends on the tier of the sexual offense of the predator what needs to happen. I understand your concern though. Mr. Van Wye said I want to bring up the City Park. I don’t understand why we moved the tires. Council Member Lowe said we were going to paint the tires and the tires were power washed tires and the tires will not release the paint completely and if we went ahead and painted the tires we would be in an never ending maintenance issue that would never be alleviated and therefore we talked as a Committee and we decided as a Committee that we wanted the tires removed because not feasible to do this waste of money every year because it is going to flack (paint) and it is still a 1 hazard and it is going into the soil, so he (Danny) said he could pull them so we said pull them. We are going to put post in where the tires were so we will have safety barriers and no longer have an issue with old tires that quit frankly were nothing more than bees nest problem anyway. Danny added at least 50 % of the tires had bees’ nests in them or around them. DEPARTMENT HEADS Administrator – Danny Wiseman We received a bid for 99 Union St. $7,250.00 to tear it down, fill and take care of everything. Paul motioned to accept the bid to tear down the house. Seconded by Kim. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, Coconis – yea, and Gibson – yea. Motion Carried. Parks – Basketball Courts have been re-lined, roughly 50 tires were at the park and 45 of them have been removed, holes filled with dirt seeded and straw put down, we have a place to take the tiers for free which we can only take 10 at a time, I requested a quote on a fence to put near the playground equipment around 55’ on both sides with an opening in the middle to help protect the kids but I think we are going to have to hold off as the bid was $2,440 for a little over a 100’ of fence. The baseball field dugouts and buildings have been painted. We took out 3 small Cherry trees and we have 3 or 4 Locust trees that still need to come out. The property we purchased on W. LaSalle, W. Berkley and the big dirt pile we had from the water plant construction has been reclaimed and cleaned up, seeded and strawed. We are also working on the grass and weed notices. The only other thing under Administration is the approval to start dismantling the pump room at the pool and what we are going to have to do to with the pools. Council Member Mills said we never talked about putting this pool back on the ballot, for a levy, as I go by that park all the time and it is just destitute, just empty. Council Member Harlon said I went by the Philo Pool today, I don’t know what they spent on refurbishing that pool, but there was no-one there. Mayor Lloyd said we said we wasn’t putting the Levy on the ballot again. Danny said there has been several days where there has been a lot of kids up at the park. When we start mowing we have to stop because the playground and the skate park is busy. Council Member Lowe said Kenny like you I hate it, but for $300,000 or $400,000 or whatever it is going to take us we don’t have the money and I think we are just going to have to get rid of it. Council Member Harlon added it is not self- supporting. Council Member Mills said I think we needed to talk about that tonight before we started dismantling the thing and decide tonight if the pool is dead let’s do what needs to be done. Mayor Lloyd said I thought we decided a month or so ago. Council Member Mills said we weren’t sure though. Council Member Lowe said we ran it on the ballet twice and it failed both times and the way things are right now with the chemicals alone, if you can even get the chemicals as it is hard to even get chlorine, we need to get rid of it. Motion Carried. 2 Fire – Assistant Chief Tim Adams On runs for the month of June, we had a total of 107 calls for service (YTD 610) as follows: Fire - 26 Calls (YTD 116) EMS – 88 Calls (YTD 551) 4 Fire Calls 52 Transports 2 Hazmat Call 23 Refusals 11 Good Intent Calls 9 Medic Assists 1 Service Call 0 No Pt of Contacts 7 Dropped Calls 2 Lift Assists 1 False Alarm 7 Mutual Aid Transports Police – Mark Ross We had 201 incidents, 27 Reports, 7 warrants (tried/served), handled 6 accidents, 5 misdemeanors arrests, 1 felony arrest, 76 traffic citations and/or written warnings for a total of 323 events. There were 37.50 Auxiliary hours worked. I’m proud to announce that one of our major drug houses had been shut down, 46 Ann Circle. After months of supplying information to the Drug task Force on the activities at that location, a search warrant was executed at that residence on July 14th, 2021. Drugs were located and the occupants were given an order to vacate by Mike Walters due to ongoing criminal activity. Charges will be forth coming by the drug task force. Then on July 27th, 2021, the Muskingum County Sheriff’s Office (MCSO) executed a search warrant at 154 S. Pembroke Ave. in reference to stolen property and drug activity. A stolen gun was recovered from the location along with $6,000.00 cash. The MCSO investigation into the family who was connected to the Ann Circle led them to the stolen property at a storage facility in the county. The owner of the property gave the residence of S. Pembroke Ave. a notice to vacate the residence due to criminal activity. The Sheriff office later filed for a warrant to arrest one occupant out of that raid. More charges on other parties will be forth coming from the Sheriff’s Office (SO). Each Incident mentioned South Zanesville P.D. assisted and supplied information for the SO ongoing investigations. One more thing, I stopped a person in the Village Park, I’ve been watching and finally caught him, didn’t catch him driving, but he was in a Razor at the park. He was traveling around with his 2-year-old child. I told him to load the Razor on his trailer and get it out of the park. Council Member Gibson asked the Chief if he could outline the exact rolls for ATV’s, Four Wheelers, and golf carts. Mark said yes, here is what I am telling them, if they are licensed and they have mirrors and headlights, they can do hand signals as well, but they have to have everything a car has have. Council Member Gibson stated most four-wheelers riding around here has everything but mirrors. Chief said the difference between a four-wheeler and a side-by-side is that the side-by-side has to have mirrors and the four-wheelers really should not be on the road. All drivers must also have a driver’s license and insurance. 3 Water – Danny Wiseman An update on our new Water Tank – we still do not have a delivery date for the new tank so they can not give me a complete schedule yet. They have started doing things. They have put in 2 new live valve insertions and a tap to isolate the tanks. But they do not want to do anything major until they get the delivery date of the tank. Also, we are getting $109,726.74 through the American Rescue Plan Act Grant (ARPA). It has to be used for certain infrastructure things for the water, but we still do not know exactly what we can use it for. We are also applying for help through House Bill (HB) 168 through the County as we can use that for water infrastructure. I am currently getting prices for Fire Hydrants, valve insertions and stuff. I have had a couple of people question me about work orders and here is an update: For the month of June, we had a total of 46 work orders which all were completed and closed out. For July, we had 38 work orders of which 26 were completed and closed. 12 are scheduled and still open. As far as OUPS locates we have to do in June we completed 46 and in July we completed a total of 155 locates. Council Member Lowe thanked Dan for that and acting on some of my concerns and I think other Committee Members. I appreciate it and think you have done a good job since coming back from vacation. Keep us updated, we need the communication. Street – Danny Wiseman I requested 2 estimates for the streets we are looking at to blacktop and trying to find money to do the paving. The 1st one is Stephens Lane and the estimate for that was $23,700.00 and the 2nd one was Riverbend which was $71,300.00. We are going to have to complete a couple of blacktop repairs where we dug up for water repair and where we re-did the curbs on E. Main Street. Then we are going to start trimming trees where they are blocking signs and/or lights. Mayor Lloyd asked Mark to remind Dakota (Officer Mascher) to look for Street lights that are out. REPORTS OF COUNCIL COMMITTEES Personnel Committee – Council Member Gibson – Tonight we met to take care of a Fire Department Personnel matter and it pretty much took care of itself. Finance Committee – Council Member Harlon – Tonight we met to discuss water expenses such as the valve insertions, fire hydrants, water lines, and generators for he Water Plant and Well Field, as well as the replacement of Water Meters throughout the Village. We spoke about a Police Cruiser replacement (#2), the pool, expenses for the balance of the year, demolition of 99 Union Street, and painting the lines on the streets within the village as we are awaiting the availability of the paint. The other was changes for the EMS, possibly going to 24 hour shifts seven days a week and have full coverage for the Village and Springfield Township. Council Member Mills asked Dan how long has it been since the Hydrants have been opened and do they all work. Dan replied there are a few that don’t work and within the next month or so we are going to flush them all and that is some of the stuff we are trying to get money for. 4  COMMUNICATIONS AND LETTERS A. American Rescue Plan Act and HB 168 Info – This money can be used for Water Infrastructure. B. Paving Projects – estimates for Stephens Lane = $23,700 and Riverbend Drive = $71,300 C. Fence for the Park around playground equipment estimated at $2,440. D. Guide to ATV and UTV Laws in Ohio – possible Ordinance to set guidelines for ATV’s and UTV’s ORDINANCES AND RESOLUTIONS Resolution 1080 A RESOLUTION TO AUTHORIZE THE FILING OF A TAX LIEN UPON REAL PROPERTY KNOWN AND LOCATED AT 87 S. PEMBROKE AVENUE IN THE VILLAGE OF SOUTH ZANESVILLE AND DECLARING IT AN EMERGENCY Ed moved to suspense with the three separate readings rules of Resolution 1080. Seconded by Paul. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, Coconis – yea and Gibson - yea. Motion Carried. Greg motioned to pass Resolution 1080. Seconded by Kyle.
