REGULAR MEETING SEPTEMBER 7TH, 2021 Meeting called to order at 7:00 PM by Mayor Barbara J. Lloyd with the recitation of the “Pledge of Allegiance”. Gibson – yea, Coconis - yea, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Mayor Lloyd presented the August Mayor’s Court Data. CITIZENS AND GUESTS Mike Nunley – 90 S. Pembroke – I would like to know if we could get some signs for the corner Shawnee and E. King street where people turn into Tim Hortons, because people cut across the road in front of people. This is when the people turn off Maysville Pike and then turn left into the Tim Horton’s parking lot which causes people with the right-of-way to stop. Danny said he would look to see what signs would help. DEPARTMENT HEADS Administrator – Danny Wiseman Parks – The Pump Room for the Pool has had the plumbing cut out and pretty well cleaned out. We have also started to dismantle the big pool and getting ready to bust up the concrete as we get time. We have been able to dispose of the first 10 tires that we removed. Also, 3 of the 4 worst hollowed out Locust Trees have been cut down. 1 Fire – Assistant Chief Tim Adams On runs for the month of June, we had a total of 102 calls for service (YTD 775) as follows: Fire - 27 Calls (YTD 143) EMS – 81 Calls (YTD 632) 6 Fire Calls 56 Transports 3 Hazmat Call 11 Refusals 7 Canceled Calls 2 Medic Assists 0 Service Call 0 No Pt of Contacts 10 Dropped Calls 3 Lift Assists 1 False Alarm 9 Mutual Aid Transports Police – Mark Ross We had 157 incidents, 15 Reports, 4 warrants (tried/served), handled 6 accidents, 6 misdemeanors arrests, 1 felony arrest, 57 traffic citations and/or written warnings for a total of 246 events. There were 25.75 Auxiliary hours worked. As of August 24th, it marked my one-year anniversary as being Chief of Police of the Village of South Zanesville. It has been an honor and pleasure working for the people of the Village of South Zanesville. Lots of changes and progress has been made with the Department along with the community. I’m looking forward for the next year as I have plans to expand the Department to get better police coverage by seeking a Police Levy in 2022. I hope I have everyone’s support. To let you know the job that Joe Miller has been doing is coming along greatly and the evidence room is starting to be manageable. Miller had discovered over $4,000 in cash that was collected in the past 15 years as evidence. Some of which was forfeited to the Village out of court cases that was not forwarded to our general Fund. As for Community interaction, I spent the day at the Baptist Church Community Block Party on August 7th. I met a lot of people and took numerous photographs with children wanting to see the cruiser. You can see these pictures on the Village of South Zanesville Police Dept. section on the Village Website. Interaction with our community is always a goal for this department and the citizen’s see it and are very supportive. In our stats that is laid out before you, my numbers are down due to being off for a week vacation. However, we had 2- OVI Physical Control Arrests, 1 violation of protection orders warrant issued, 3 disorderly conduct charges and 1 felony burglary, Theft indictment. Work is continuing to keep our community safe. Council Member Mills said the deal at the South Zanesville School (First Baptist Church) went great. Had the police car up there and a lot of the families from South Zanesville were up there to meet you and that really worked out well. Council Member Coconis just to readdress as I know the kids have already started school again but we spoke about the speed detector sign. Is that something we can do again? Chief Ross said he would see what he could do. 2 Water – Danny Wiseman For August there were 50 work orders which 47 were completed and closed, 2 were new and 1 was rescheduled. The OUP’s locates were down for August, we only had a total of 30 locates. The old Water Tank was demolished and now they are in the process of digging the footer for the new tank so it is pretty much on track. We applied for money from Muskingum County, HB168, to help with Fire Hydrants, Valve Insertions, and generators for the Water Plant and Well Field. That way we can use the other money already received for other work and there is a good chance we are going to get this money. The amount is $164,600.00. It is that time of year and we had to submit the annual samples required for the EPA, around 40 samples, from various addresses and as soon as we get the results I will have to turn them into the EPA and notify the customers of the lab results within 48 hours. Street – Danny Wiseman We have been blacktopping and patching and cleaning up various areas. We are trimming limbs that are blocking street lights and signs as that is part of our safety program. Working on getting the traffic light loop put back in here on East Main Street where the gas company took them out when they were doing work. I was finally able to purchase street marking paint this week so we are going to get the crosswalks and markings done weather permitting. Also, the County has agreed to add Stephens Lane, which is a $23,700 project, to their projects that they are going to request funding for from Ohio Public Works. We will only have to pay 26% of that. Council Member St. Clair asked if Riverbend was or was not eligible for a grant. Danny replied yes. Also, the Salt Contract was awarded via the State of Ohio with Cargill. The new price is $ 66.07 per ton which is $1.28 less than last year. REPORTS OF COUNCIL COMMITTEES Safety Committee – Council Member St. Clair – The Public Safety Committee met with Fire Chief Russell Taylor who asked to put an Ordinance together to help with the Fire Codes. He wants to be able to inspect businesses for the safety of employees, customers, and the Fire Department. Sprinkler Systems would be one of the things they would look for as well as other safety related matters that would affect the Fire Department. They/We would adopt the Ohio Fire Code Regulations to conduct the inspections. 3 Finance Committee – Council Member Harlon – The Finance Committee met to discuss the balance of the 2021 budget and the 2022 budget. The Fire Department is wishing to start a 24-hour shift and would it be able to start it this Saturday? The Finance Committee recommends that Council approve that request. Also, the Fire Department wants to do a raise for Lieutenant with EMT credentials and paramedics. Mayor Lloyd asked for a motion to approve the Fire Department going to a 24-hour shift. COMMUNICATIONS AND LETTERS Palmer Energy – Electric Aggregate - Asking for approval to accept RFG Background & Results. Chris requested the approval of the Electric Aggregate renewal which is a.0021 cents per kilowatt (from .0506 to .0485) savings or around $42 per year. Ken motioned to approve the renewal. UNFINISHED BUSINESS Council Member Gibson asked if we heard anymore about the Hillcrest Paving project. Chris Kerby stated the bids should be done and would check on it. Council Member Gibson asked do we have a say, when they paved Pembroke last year and the weather got bad and it should not have been paved that day, do we have a say in that? Like if they would come in November and it is 45 degrees and raining. Danny replied we can say something. Council Member Gibson said they are going to close down anyway no matter if it is Hillcrest Drive or Maysville Pike. Danny said the County overlooks this since it is a County Project (grant so some of that stuff they (County) dictates. Danny also said we can check on it if it comes to bad weather. Council Member Lowe – the Electrical Aggregate – lowering the rates under Palmer Energy does everyone need to call to get that rate? Chris said he would no that later, as long as I know it is automatic. NEW BUSINESS Mayor Lloyd stated I was told that 2 applications for running for Council was denied. Mike Nunley was the first one and Bo was yours denied. Bo said he had not heard anything from the Board of Elections. MISCELLANEOUS None ADJOURN Ken moved to adjourn, seconded by Ed.
