REGULAR MEETING OCTOBER 4TH, 2021 Meeting called to order at 7:00 PM by Mayor Barbara J. Lloyd with the recitation of the “Pledge of Allegiance”. Roll Call – In Attendance – Paul Lowe, Kim St. Clair, Ed Harlon, Ken Mills, Kyle Coconis, and Greg Gibson Paul motioned to accept the minutes of the Regular Village Council Meeting held September 7th, 2021. Seconded by Kim. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, Coconis – yea, and Gibson – yea. Motion Carried. Kim moved to dispense with the Fiscal Officer’s report for September 2021 because we are awaiting the bank statement. Seconded by Ed. Gibson – yea, Coconis - yea, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Mayor Lloyd stated the September Mayor’s Court Data will be presented next month. CITIZENS AND GUESTS None DEPARTMENT HEADS Administrator – Danny Wiseman Parks – The big pool and the baby pool has now had the bottom tampered out with the hammer on the Hoe and along the sides and we started cutting out the steel along the sides. Council Member Mills stated looking at the Park Map behind us and if we ever get the money to do the pool, we need to use the ballpark, it is useless to us. It would be idea because you would have the parking and everything right there. Fire – Russell Taylor On runs for the month of June, we had a total of 130 calls for service (YTD 905) as follows: Fire - 16 Calls (YTD 159) EMS – 114 Calls (YTD 746) 2 Fire Calls 72 Transports 3 Hazmat Call 22 Refusals 13 Canceled Calls 0 Medic Assists 1 Citizens Complaint 3 No Pt of Contacts 6 Dropped Calls 8 Lift Assists 1 False Alarm 6 Mutual Aid Transports 1 Our Revenue goal for the Ambulance was set at $111,000.00 and as of the end of September we are at $120.540.00. We should end up at around $150,000.00. The Chicken BBQ went great, we got rid of all the chickens. Also, Bill Ross and myself spent 3 days in EVOC Training and we are both now Emergency Vehicle Trainers. All drivers of the Fire Equipment is required to be trained yearly so we will not have to pay for that anymore. Council Member Gibson asked if you are short staffed at the Fire Department and you just needed someone to drive a truck do you have to be a medic or Fireman. Russell replied you have to be at least an EMT, however that is not saying if one of them got hurt I could ask you to drive me to the hospital. Police – Mark Ross We had 155 incidents, 25 Reports, 3 warrants (tried/served), handled 4 accidents, 3 misdemeanors arrests, 6 felony arrests, 48 traffic citations and/or written warnings for a total of 244 events. There were 25.75 Auxiliary hours worked. We were about to get the speed sign back and it was first put on E. Main St. and then S. Pembroke Ave. Currently it is on Shawnee Ave. and planning on moving it to Clay St. in a week where I have received speeding complaints. Working with our Grant Writer, Rob Guentter, and Chris on a grant for body cameras. Council Member Mills stated on Beggar’s Night, we want to make sure everything is set. Council Member Lowe wanted to say thanks to the Chief for getting rid of the Solicitor that was at the corner of Clay St. and he had his sleeping bag folded out on the big control panel for the lights, had his drinks and everything all around, had his guitar all painted up, and sitting right there by the road and I called the Chief up and said I know our people do not like this, do something. So, he went down and asked him to move on. Water – Danny Wiseman For September there were 57 work orders which 52 were completed and closed and 5 were new. The OUP’s locates were down for September we also had 38 locates. The footer for the new Water Tank and the new tank was supposed to ship today, but we do not have a timetable to when it will be here. Council Member Gibson asked if when they deliver the tank will it block the road (Clay St.). Danny replied it shouldn’t because it comes in pieces and then it is bolted together. Council Member Lowe mentioned when they get it all done they will have to fix the culvert. All of the yearly water samples that I received back show that we ae in the EPA standards. Also, since last week we have had several major water breaks. The one over behind Speedway in order to not having to shut the water off in the Village I had a company come in and make a valve insertion. This will be part of the Coronavirus Infrastructure money. 2 Street – Danny Wiseman We are still blacktopping small areas that needs it, which I’ll have 2 more areas now because of the water line breaks. Most of the limbs have been trimmed that were blocking signs and street lights (needs to be done for insurance purposes). We got the street lining paint which I told you we went around and painted all of the crosswalks and railroad stop bars. We just about got out sand bins filled for the winter and the salt bin is already filled. REPORTS OF COUNCIL COMMITTEES Finance Committee – Council Member Harlon – The Finance Committee met to talk about the 2022 budget, just the appropriations. It is not the final budget. COMMUNICATIONS AND LETTERS A. Speedway Liquor License Renewal Info. Paul motioned to allow the Liquor License Renewal. Seconded by Kim. ORDINANCES AND RESOLUTIONS Ordinance 2021-19 AN ORDINANCE FOR THE VOLUNTEER FIRE DEPARTMENT OF SOUTH ZANESVILLE TO PROVIDE FIRE PROTECTION TO SPRINGFIELD TOWNSHIP Paul motioned to pass the 2nd Reading of Ordinance 2021-19. Seconded by Ed. Gibson – yea, Coconis - yea, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Ordinance 2021-20 AN ORDINANCE DESIGNATING THE FIRST MONDAY OF EVERY MONTH TO BE THE REGULAR MEETING OF THE COUNCIL OF THE VILLAGE OF SOUTH ZANESVILLE AND COMMITTEE MEETINGS TO BE HELD BEFORE REGULAR MEETINGS; REPEALING ORDINANCE NO. 2020-24 Ed motioned to pass the 2nd Reading of Ordinance 2021-20. Motion Carried. 3 Ordinance 2021-21 AN ORDINANCE PROVIDING FOR AMENDING AND REVISING SPECIFIC LINE-ITEMS IN THE APPROPRIATIONS OF EXPENDITURES FOR THE VILLAGE OF SOUTH ZANESVILLE FOR THE CALENDAR YEAR 2021 AND DECLARING AN EMERGENCY Ed moved to suspense with the three separate readings rules of Ordinance 2021-21 pursuant to statue 731.17 of the Ohio revised Codes and declare it an emergency. Ordinance 2021-23 AN ORDINANCE TO INCREASE WATER RATES TO CONSUMERS Council Member Mills asked what this money will be going for. Mayor Lloyd stated 4% for 3 consecutive years. Someone had suggested that if we increase the rates in small amounts to cover increasing costs it would not hurt consumers as bad. Council Member Mills asked but what is the money going for? Danny replied all parts are getting hard to get, but as an example clamps have gone up 200% in the last year. Council Member Gibson said it would be about $2.00 more for each residence. Motion Carried. 4 Ordinance 2021-24 AN ORDINANCE SETTING THE REFUSE PICKUP RATES FOR THE VILLAGE OF SOUTH ZANESVILLE, OHIO Paul motioned to pass the 1st Reading of Ordinance 2021-24. Seconded by Kim. Lowe – yea, St. Clair - yea, Harlon – yea, Mills – yea, Roberts – yea, and Gibson – yea. Motion Carried. UNFINISHED BUSINESS NEW BUSINESS Halloween will be held October 31st from 5:30 PM to 7:00 PM (the same as Zanesville. Mayor Lloyd also stated that in your packet you have a letter from me recommending Russell Taylor, Fire Chief, to be off probation. He has completed his probation and I think he has done a pretty good job. Greg motioned to take him of probation, I think he is doing a great job. Seconded by Ed.
