REGULAR MEETING March 7th, 2022 Meeting called to order at 7:00 PM by Mayor Barbara J. Lloyd with the recitation of the “Pledge of Allegiance”. Roll Call – In Attendance – Greg Gibson, Kyle “Bo” Coconis, Mike Nunley, Ed Harlan, Kim St. Clair and Paul Lowe Ed motioned to accept the minutes of the Regular Village Council Meeting held February 7th, 2022. Seconded by Mike. Lowe – yea, St. Clair - yea, Harlon – yea, Nunley – yea, Coconis – yea, and Gibson – yea. Motion Carried. Ed moved to approve the Fiscal Officer’s report for February 2022. Seconded by Kim. Gibson – yea, Coconis – yea, Nunley – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Mayor Lloyd asked Council if they saw the February 2022 Mayor’s Court Data? CITIZENS AND GUESTS Lt. Bill Ross – SZFD – Handed out a document from WCLT Radio Inc. (T100) in regards to Hometown Hero which is awarded monthly. Bill stated he was nominated in February and chosen to receive the awarded. It will be on the radio all month. Also, on the second page shows the nomination for myself, but for Chief Taylor as well. Just wanted to share that with the Village. Mayor Lloyd added that the Fire Department received a lot of complements about the yellow and blue lights in support of Ukrainian Fire and Emergency Response Departments. Bill continued by saying he wanted to bring this to everyone’s attention that there are people out there recognizing that we are making a little bit of difference down here and we are being recognized even outside of the county. DEPARTMENT HEADS Administrator – Danny Wiseman Nothing Fire – Russell Taylor Total runs for the month of February 2022, we had a total of 89 calls for service (YTD 185) as follows: Fire - 23 Calls (YTD 41) EMS – 66 Calls (YTD 144) 8 Fire Call 47 Transports 2 Hazmat Calls 9 Refusals 4 Service Calls 1 Mutual Aid Transport 9 Canceled Calls 5 Lift Assists 1 Dropped Call (2nd Run in Progress) 1 We received a $24,100 Grant from the Ohio Department of Commerce for Marc’s Radios. We also received a matching grant from ODNR for a Slip-In Unit for grass fires to be placed on Truck 1412. ODNR will pay $ 7,577.75 and the Village will match that for a total of $15,155.50. Also, in your packets you will find a copy of Standard Operating Procedures Standard Operating Guidelines (SOPs/SOGs) the Fire Department uses. We need to do a few changes and need Council’s approval to modify that. Council Member Coconis asked if these are the standards that will be coming. Russell said the SOPs/SOGs are already in place, these changes are things that cover shaving, leaving the building and so on. Mayor Lloyd said when you get the changes made can we all see a copy of them please? Russell said “yes”. Mayor Lloyd asked for a motion for Chief Taylor to proceed with the changes in the SOPs and SOGs? Kim made a motion to proceed. Seconded by Bo. Lowe – yea, St. Clair - yea, Harlon – yea, Nunley – yea, Coconis – yea, and Gibson – yea. Motion Carried. One other thing we along with Mark, Police Chief, ordered these vests. You will see at night they will help because as you can see the vests light up. This will help as we are in the process of taking the area of the Interstate we are supposed to be covering back (about 2 to 2.5 miles of interstate) which is in Springfield Township. Falls Township Fire Department has been answering that area ever since Norm was Chief. Police – Mark Ross For February 2022 we had 128 calls, 45 were citations (including verbal and written warnings, 24 Reports, 2 warrant (tried/served), 8 accidents handled, 3 misdemeanor arrest (1 DOC and 2 OVI’s), and 4 felony arrest. There were 43.75 Auxiliary hours worked. Some other activities the Police Department has done is that our department had been recognized and awarded on February 25th, 2022, for adopting the Ohio Collaborative Standards. Our Department has met the state standards and was certified. As far as Grants, we are still in the process of receiving the Body Warn Camera Grant in the amount of $5,000.00. We are currently looking at cameras to decide which fits our budget and needs. There was an apparent issue with our COPS grant filed last year. The Federal Government claimed it was no submitted properly, therefore we must resubmit in 2022. Our Grant Writer, Rob Guentter, will be working on that when the COPS Grant comes open this summer. Again, just a reminder of the May (2022) Primary Election to help support our Police Levy. Council Member Lowe said I noticed in the January 2022 report there were 106 incidents with 52 citations and in January of 2021 there were 134 incidents with 64 citations which is a 28% drop. I think that is great as it proves the Police presents is making a difference. 2 Water – Danny Wiseman For the month of February, we had a big increase in work orders, 94 with 90 completed and the other 4 were new, and 53 locates. This took a large part of our time with being shorthanded. The new Water Tank has been put into service. There are still some small minor things they have to finish up and landscaping when the weather gets better. We have a high service pump at the Water Plant that is not working properly and we are in the process of getting that taken care of. We still have water leaks and we are fixing them as we find them. I have been out on weekends looking for them to see if I can find them. We are losing 60,000 to 80,000 gallons a day. We have found about 15 to 20 leaks under house trailers. Council Member St. Clair said she would like to complement the Water Department, I had a water leak and had to reach out to Danny and they were up there within 15 minutes or less. I appreciate it because I know your one man down. Council Member Lowe asked about the gate at the Clay St. Water Towers. Danny said they can shut it but still needs to find a way the latch to work. Street – Danny Wiseman The backhoe has been broke down for over a week, the pins seized up in the outriggers. We did get some parts in but awaiting others. The light on Hillcrest has been fixed. Council Member Lowe asked where we at on Fire Hydrant work. Chief Taylor replied we are waiting for the leaks to be found and fixed. Danny added we need to get the leaks fixed as we could not sustain the loss/use of water to flush the hydrants at his time. However, if it was for a fire we would. Council Member Lowe followed up with what about the valve insertions? Danny replied we are working on that. We did not get the grant we thought we were going to get and trying to get Generator’s in place first. Council Member Lowe asked “do you need help finding the water leaks?” “How do you figure out where the water leak is?” Danny replied “you look around to see if you can see them, open up manholes, we have a leak detector and we can call in a company that can help (High Dollars). Council Member Lowe asked if he Water Meters can help and Danny replied “no” because the leaks are in the main lines before the meters. After the monthly readings we look at the new readings and compare them to the past reading to see if an individual has a leak in their home or business. There is a company that we can bring it that cost a lot of money that hooks up to hydrants that can detect leaks if needed. Council Member Lowe said would it be worth it if needed. Danny replied yes. Council Member Coconis asked if we could get an idea of the cost to bring a company that accomplishes the leak detection. 3  REPORTS OF COUNCIL COMMITTEES Street Committee – Council Member Gibson – We had our first meeting of the year about our streets and we got a list of streets that is in the Village. So, some of us are going to drive around and look at the conditions of the streets. We have some chip and seal to do but it all comes down to how much money we have to do the work. We also talked about the water on US 22 that sits at the Miller’s old residence. Every time it rains hard the lines will not take it (rain). Council Member St. Clair asked if there was a deadline to apply for grants to cover some of the cost for paving. Mayor Lloyd said work is being accomplished for a grant that is do in May. COMMUNICATIONS AND LETTERS A. Police Award Letter B. Grant Update info from Rob Guentter ORDINANCES AND RESOLUTIONS Ordinance 2022-1 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF SOUTH ZANESVILLE, STATE OF OHIO, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2022 AND DECLARING IT AN EMERGENCY Ed moved to suspense with the three separate readings rules of Ordinance 2022-1 pursuant to statue 731.17 of the Ohio revised Codes and declare it an emergency. Seconded by Mike. Gibson – yea, Coconis – yea, Nunley – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Ed motioned to pass Ordinance 2022-1. Seconded by Greg. Gibson – yea, Coconis – yea, Nunley – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. UNFINISHED BUSINESS Council Member Coconis asked if there was a date for Village Clean Up Day. Chris answered April 16th, Saturday. We will meet at 9:00 Am at the Riesbeck’s parking lot on the St Rt 719 side. Council Member Lowe said this is the beginning. We need to call it something and publicizing it. Mayor Lloyd said why don’t we call it South Zanesville Spring Cleaning. Council Member Gibson asked where are we going to put the trash after we pick it up. Chris Kerby is going to look into getting a dumpster from Kimble’s. 4  NEW BUSINESS Council Member Gibson asked how are we going to conduct a search for a new worker? Chris said we advertised it in the Zanesville Times Recorder. Greg then asked what the starting pay will be. Chris answered $15.22 per hour. After applicants are narrowed down a few applicants will be presented to the Personnel Committee for interviews along with the Mayor and Danny. This is per the Personnel Policy.
