REGULAR MEETING April 4th, 2022 Meeting called to order at 7:00 PM by Mayor Barbara J. Lloyd with the recitation of the “Pledge of Allegiance”. Roll Call – In Attendance – Kim St. Clair, Ed Harlan, Mike Nunley, Bo Coconis and Greg Gibson Absent – Paul Lowe Kim motioned to accept the minutes of the Regular Village Council Meeting held March 7th, 2022. Seconded by Ed. St. Clair – yea, Harlon – yea, Nunley – yea, Coconis – yea, and Gibson – yea. Motion Carried. Ed motioned to dispense with the Fiscal Officer’s report for March 2022 as we awaiting the Bank Statement. Seconded by Greg. Gibson – yea, Coconis – yea, Nunley – yea, Harlon – yea, and St. Clair – yea. Motion Carried. Mayor Lloyd asked Council if they saw the March 2022 Mayor’s Court Data? CITIZENS AND GUESTS None DEPARTMENT HEADS Administrator – Danny Wiseman Nothing Fire – Russell Taylor Total runs for the month of February 2022, we had a total of 99 calls for service (YTD 288) as follows: Fire - 20 Calls (YTD 65) EMS – 79 Calls (YTD 223) 7 Fire Call 44 Transports 8 Good Intent Calls 13 Refusals 3 Service Calls 1 Mutual Aid Transport 2 False Alarms 12 Lift Assists 1 Dropped Call (2nd Run in Progress) 10 No Point of Contact/Non-Injury Accident 1 We have collected $39,349.72 so far this year for EMS revenue or 23.8%. The clean-up day scheduled for April 16th is the Saturday on Easter weekend. So, should we postpone that to a later date? Mayor Lloyd said she would like to. Russell suggested to wait until Paul gets back and we can reschedule. Mayor Lloyd said along those lines Riesbeck’s is donating a case of trash bags. Last Saturday we had another meat raffle and we had 85 people show up, biggest crowd so far. We have another one scheduled for April 30th. Mayor Lloyd asked if everyone had read the proposed SOP’s and SOG’s. I think everything looks great, you did spell out as much as you could. So, I would like a motion to approve the SOG’s and SOP’s. ISO was here earlier last month, the only thing we have left is to flushing 3 hydrants and we are working on that. We will have a better score than we did last time from the improvements we have done so you might see a deduction for your fire insurance coverage. Police – Mark Ross For March 2022 we had 136 calls compared to 135 incidents in 2021. The incidents consisted of 59 calls for service, 15 criminal reports, 5 warrant arrests, 3 accidents investigations, 1 misdemeanor theft charge, and 2 felony indictments of tampering with evidence and possession of drugs. There were 51 traffic stops resulting in citations, written warnings, and verbal warnings. The Auxiliaries, 5 active, have put in a little more of their required time, totaling 51.0 hours. In the first part of March, we received body cameras that were purchased with grant money. With the approval of the Mayor 50-yard signs for the upcoming levy were purchased from the Auxiliary Funds asking for a yes vote for the 4 mil levy this May Last month Council Member Lowe expressed concerns of speeding on Clay St. On Sunday’s Auxiliary Officer Patterson will be monitoring the situation. I also talked to the State Highway Patrol and the speed sign is available starting tomorrow. Council Member St. Clair asked where do you think it is most needed. Chief Ross replied I catch a lot of speeders on East Main, I have been working on Pembroke lately. Honestly it doesn’t matter and even Clay Street might be a good spot. Mayor Lloyd asked Council for permission and a motion to allow Mark to order a new police cruiser. Council Member St. Clair asked if this was to replace Dakota’s. Mayor Lloyd said yes. Council Member Gibson asked what are we going to do with the old one. Mayor Lloyd said sell it even though we won’t get much out of it unless council wants to use it for something else. Mike motioned to allow Mark to order a new Cruiser. Seconded by Ed. Gibson – yea, Nunley – yea, Coconis – yea, Harlon – yea, and St. Clair – yea. Motion Carried. 2 Water – Danny Wiseman For the month of March, I was not able to get the number of work orders for the month because Tia was out unexpectedly and we had 45 locates. On the Water Tank project, we are still waiting for better weather to complete the landscaping done. The high service pump for the Water Plant is fixed and we will have about $8,000 involved to fix it. Since the last Council Meeting we have found 4 fairly good water leaks. It is still not where we need to be, but we are finding them. We are not in the critical stage now. We are trying now to set up a date/time to do hydrant flushing for insurance purposes. Council Member Gibson said the Personnel Committee interviewed 3 people for the open Maintenance Position and we would like to hire Cody Wickham which the only thing we were skeptical about on him is that his father, Randy Wickham, is the supervisor for our Maintenance Crew. Randy has a great record, good attitude, always comes to work, and his son seems to be the same. Came dressed nice, haircut nice, and talked really well. Of the other 2 interviews one did not show up and the other just ok. Cody already has his CDL as well. Greg motioned to hire Cody Wickham. Seconded by Ed. REPORTS OF COUNCIL COMMITTEES Street Committee – Council Member Gibson – So for the last month we have been looking at the list of our streets and going around and evaluating them. We have some main roads that are in really bad shape. The 3 that we are concerned about the most is Gaslight Drive, Greenhouse Road, and end of Kensington down by Greenhouse Road. We are going to see how much that cost to see if we can afford the repairs or not. We are also looking at other roads that need repaired as well. We are going to apply for a CDBG and OPWC Grant when they become open/available. Council Member St. Clair asked if we would be looking into a Grant for Riverbend Drive. Chris Kerby said we do not know what is out there right now for grants, so I can not answer that right now. Council Member St. Clair read the history of Riverbend Drive since 2006. COMMUNICATIONS AND LETTERS A. UNFINISHED BUSINESS Nothing NEW BUSINESS Council Member Gibson asked if you are driving around and looking at people’s yards are trashed, who goes there and tells them to get their trash cleaned up? Mayor Lloyd said I would rather Mark do it. Greg asked what is considered trashed. Danny gave specific areas and Greg gave specifics as well. Between Mark, Danny and Chris they will get an answer for this problem. Mayor Lloyd stated the piece of property below Paul Lowe’s house that actually has our new water tank and old pump station on it. So, we approached him about purchasing it, we had it appraised and surveyed and we are looking at offering him ½ of that appraisal. Paul verbally said he would accept that. Council Member St. Clair asked why is it a concern now and it was not before? Mayor Lloyd said because of fencing and when they working on the new tank and the pumping station is setting on the parcel. Council Member Gibson asked if this would be an Ethic’s issue. Solicitor Kevin Van Horn is looking into that. MISCELLANEOUS Mayor Lloyd asked for approval to move the June meeting to Tuesday June 7th because of a conflict.
