City of Spearfish City Council Study Session Minutes March 1, 2023, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, March 1, 2023. The following c o u n c i l members were present: Clark, Hourigan, Hodgs, Jacob, Klarenbeek, and Rath. Absent: None. City staff present were: City Administrator McFarland, City Attorney McDonald, Finance Officer DeNeui, Public Safety Director Rotert, Public Works Director Broyles, City Planner Kapsa, Parks and Recreation Director Ehnes, City Engineer Mathis, and Assistant Public Works Director MaMahon. Hodgs moved, Hourigan seconded, and all voted to approve the agenda as presented. Items for Council Discussion: 2023 Public Works Plan – Public Works Director Broyles reviewed the capital projects slated for the public works division for 2023. Discussion was held on the projects, funding, and budgets authorized for each. State Revolving Fund Loans – Finance Officer DeNeui reviewed the terms and conditions of the State Revolving Fund Drinking and Clean Water Bonds and the necessity of a surcharge for the Clean Water Bonds. A surcharge of $5.95 per month per user is proposed for the Clean Water Bonds. The surcharge would begin January 1, 2024 for all City sewer customers. Standards and Specifications – City Engineer Mathis reviewed three policies included in the Standards and Specifications being prepared by the City. The policies reviewed pertained to floodplain designations, utility upsize policies, and cost recapture agreements. Package Liquor – Finance Officer DeNeui noted the sole bid submitter from the recent off-sale liquor license is still interested in a license and asked if the City would reconsider posting the license for bid again. Consensus from the members was to place the item on the upcoming council agenda for official action. City Council Agenda: Draft Agenda – The draft agenda for the March 6, 2023 City Council Regular Session was previewed and no questions were asked on the proposed items. A time for public comment was opened at 5:28 p.m. and closed with no comments being received. No additional discussions were held, and with a motion from Clark, second by Hourigan, all voted to adjourn at 5:29 p.m.
