City of Spearfish City Council Study Session Minutes April 26, 2023, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, April 26, 2023. The following c o u n c i l members were present: Clark, Hodgs, Klarenbeek, and Rath. Absent: Hourigan and Jacobs. City staff present were: City Administrator McFarland, City Attorney McDonald, Finance Officer DeNeui, Public Works Director Broyles, City Planner Kapsa, Parks and Recreation Director Ehnes, Assistant Public Works Director McMahon and Assistant City Planner Bergstrom. Hodgs moved, Klarenbeek seconded, and all voted to approve the agenda as presented. Items for Council Discussion: Preliminary 2022 Financial Statements – Finance Officer DeNeui reviewed the fund financial statements and the changes in debt for year ending December 31, 2022. The statements included balance sheets and operating statements for all the funds of the City. The statements will be submitted to the SD Department of Legislative Audit to comply with state statues. Master Planning Strategy – City Planner Kapsa reviewed the master planning framework for the city. The Comprehensive Plan is the center plan of the framework with infrastructure plans (Master Transportation Plan, Master Sewer Plan, Master Water Plan, and Master Stormwater Plan) and facilities/assets plans (Facilities Master Plan, Master Hydro Plant Plan, Master Airport Plan, and Parks & Recreation Master Plans) being subplans that further define or detail specific areas for the city. The Comprehensive Plan identifies 20-year goals and vision for the city, determines where and how growth will occur and is statutorily required. The infrastructure and facilities/assets plans are shorter in duration. The Strategic Plan is a 5-year plan that furthers the vision and goals set forth in the Comprehensive Plan. The city received 5 proposals for the Comprehensive Plan update with prices ranging from $74,675 to $176,875. Kapsa noted the SE Group proposal is recommended for approval as it was the highest ranked proposal overall, the group specializes in working with rural/smaller cities with strong tourism economies, has a multifaceted public engagement strategy, and a clear project approach and implementation strategy. City Council will consider the proposal acceptance during the regular session on May 1, 2023. City Council Agenda: Draft Agenda – The draft agenda for the May 1, 2023, City Council Regular Session was previewed and no questions were asked on the proposed items. The public comment period was opened at 4:49 p.m. and closed with no comments being received. No additional discussions were held and with a motion from Hodgs, seconded from Klarenbeek, the meeting was adjourned at 4:50 p.m.
