City Council Study Session

City of Spearfish City Council Study Session Minutes July 12, 2023, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, July 12, 2023. The following c o u n c i l members were present: Clark, Hodgs, Hourigan, Jacobs, Klarenbeek, and Rath. Absent: none. City staff present were: City Administrator McFarland, City Attorney McDonald, Finance Officer DeNeui, Public Safety Director Rotert, Public Works Director Broyles, City Planner Kapsa, Parks and Recreation Director Ehnes, and Assistant Public Works Director McMahon. Clark moved, Hourigan seconded, and all voted to approve the agenda as presented. Items for Council Discussion: 2024 External Grant Request – Brief presentations were made from most of the non-profit organizations requesting grant funds in 2024. Mayor Senden and council members Clark and Hourigan volunteered for the grant committee. The committee will review the full grant applications and present a proposal to be included in the 2024 budgets. 2024 Budget Preview – City Administrator McFarland presented the preview of the 2024 budget. The presentation included the budgeting philosophy, background on the budget and the process, the forecasted revenues and a broad overview of expenditures within the General Fund. Additionally, some budget concerns were discussed. The next budget presentation will be during the August 2, 2023 study session. City Council Agenda: Draft Agenda – The draft agenda for the July 17, 2023, City Council Regular Session was previewed. The public comment period was opened at 5:56 p.m. and closed with no comments being received. No additional discussions were held and with a motion from Hodgs, seconded from Hourigan, the meeting was adjourned at 5:56 p.m.
