City of Spearfish City Council Study Session Minutes August 30, 2023, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, August 30, 2023. The following c o u n c i l members were present: Clark, Hodgs, Hourigan, Jacobs, and Rath. Absent: Klarenbeek. City staff present were: City Administrator McFarland, City Attorney McDonald, Finance Officer DeNeui, Public Safety Director Rotert, City Planner Kapsa, Fire Chief Deaver and Assistant Public Works Director McMahon. Clark moved, Rath seconded, and all voted to approve the agenda as presented. Items for Council Discussion: Audited Financial Statements – Jeff Yennie, partner with Ketel Thorstenson LLP, presented the 2022 audited financial statements for the City. An unmodified opinion has been issued for the statements as they represent fairly the financial condition of the City of Spearfish as of December 31, 2022. The statements will be finalized and sent to the SD Department of Legislative Audit for final acceptance. Fire Training Station – Public Safety Director Rotert and Fire Chief Deaver presented information on the 2024 budgeted fire training station regarding funding, location, and local and regional need for the facility. 2024 Budget – City Administrator McFarland, Finance Officer DeNeui, and Assistant Public Works Director McMahon presented information on the General Fund, the special revenue funds, and the enterprise funds for the functions of community grants, parks and recreation, and public works for the 2024 budgets. Changes from the first draft of the budget were also presented. The council will consider the first reading of the 2024 appropriations ordinance during the council meeting on Tuesday, September 5, 2023. City Council Agenda: Draft Agenda – The draft agenda for the September 5, 2023, City Council Regular Session was previewed. The public comment period was opened at 5:41 p.m. and closed with no comments being received. No additional discussions were held and with a motion from Clark, seconded from Hourigan, the meeting was adjourned at 5:42 p.m.
