City Council Study Session

City of Spearfish City Council Study Session Minutes May 1, 2024, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:18 p.m. in the Council Chambers of City Hall on Wednesday, May 1, 2024. The following c o u n c i l members were present: Clark, Hodgs, Jacobs, Klarenbeek, and Rath. Absent: Hourigan. City staff present were: Finance Officer DeNeui, City Attorney McDonald, Public Works Director McMahon, Recreation Facility Superintendent Rauterkus, and Public Safety Director Rotert. Rath moved, Jacobs seconded, and all voted to approve the agenda. Items for Council Discussion Snow Removal Update – Public Works Director McMahon provided information on snow removal budgets for 2024. Complaints from the public were down this year due to a milder winter and changes made to the snow removal process. McMahon also reviewed changes to staff plans for better coordination, public notification, and equipment needs in 2025. Cannabis Licenses – Clark stated that he would like to see the city have more than one dispensary license. There is interest for an additional license which would give people seeking medical marijuana a choice of where to get their prescriptions filled. The Mayor would like to have a City Council discussion about changing the existing number of cannabis dispensary licenses and the lottery award system for licenses during Monday’s City Council meeting. Draft Agenda – The draft agenda for the April 15, 2024, City Council Regular Session was reviewed. The Mayor spoke on the Housing Trust Fund and establishing a committee and signing an agreement. McMahon stated that bids submitted for the Manhole Replacement project came in over budget and staff will recommend that all bids be rejected. McMahon mentioned that the North Avenue striping will be changed to incorporate bike lanes, the city will work toward shared costs with the property owner for better North Avenue access control, and the Frawley Pond Dredging Project continues and may need to incorporate 24-hour operations to meet the June 1, 2024 project deadline. Recreation Facility Superintendent Rauterkus stated that the Food Pantry Parking lot work is to be done this week. Today is the last day for half-price Water Park season passes. Public Safety Director Rotert stated that the campground road is closed for the season. The public comment period was opened and closed at 4:35 p.m. with no comments received. No additional discussions were held, and with a motion from Rath and second from Jacobs, the meeting adjourned at 4:44 p.m.
