City Council Study Session

City of Spearfish City Council Study Session Minutes June 26, 2024, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, June 26, 2024. The following c o u n c i l members were present: Clark, Hafner, Hourigan, Jacobs, and Rath. Absent: Klarenbeek. City staff present were: City Attorney McDonald, Finance Officer DeNeui, Planning Director Koelbel, Assistant Planning Director Ecker, Assistant Police Chief Dean. Clark moved, Hourigan seconded, and all voted to approve the agenda. Items for Discussion Comprehensive Plan Update – SE Group representative Gabby Voeller noted that two meetings were held recently with the Comprehensive Plan Advisory Committee and a joint City and County Land Use workshop regarding the land use portion of the Comprehensive Plan. The key takeaways from the meetings were to grow from within and manage density on the fringe, align infrastructure development with goals and strategies, more housing and housing development tools, and preserve open space. The comprehensive plan is projected to be ready for final adoption in September 2024. Credit Card Fees – Finance Officer DeNeui reported that credit card fees totaled $157,038.60 for the City in 2023. Current policies are to include credit car fees as operational costs for all departments. Discussion was held on amending the policies to include a discount for cash payments and adding a credit card processing fee for certain transactions. The policy will be updated to reflect the discussions and presented at a future meeting for review and consideration. Draft Agenda The draft agenda for the July 1, 2024, City Council Regular Session was reviewed. The time for public comment was opened at 5:14 p.m. and closed with no comments being received. No additional discussions were held, and with a motion from Hafner and second from Rath, the meeting adjourned at 5:15 p.m.
