City of Spearfish City Council Study Session Minutes August 14, 2024, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:21 p.m. in the Council Chambers of City Hall on Wednesday, August 14, 2024. The following c o u n c i l members were present: Clark, Hafner, Hourigan, Klarenbeek, and Rath. Absent: Jacobs. City staff present were: Finance Officer DeNeui, Public Works Director McMahon, Planning Director Koelbel, Human Resource Director Mathis, Parks and Recreation Director Ehnes, City Engineer Mathis, Assistant Police Chief Dean, Assistant City Engineer Spindler, and Assistant Public Works Director Caron. Rath moved, Klarenbeek seconded, and all voted to approve the agenda. A time for public comment was opened at 4:22 p.m. and closed with no comments being received. Items for Discussion Extraterritorial Jurisdiction Ordinance – Planning Director Koelbel requested direction to update the existing Extraterritorial Jurisdiction ordinance that was adopted in 1985. The current ordinance grants the City authority over subdivisions within a roughly 3-mile radius of the then-existing city limits. Since its adoption, the ordinance has not been updated, meaning staff are still using criteria that was established nearly 40 years ago. Additionally, the ordinance is only applicable to the city and does not obligate the county to adhere to its guidelines. To update the ordinance, Koelbel identified three options: 1) continue using the existing ordinance and its criteria for reviewing subdivisions, 2) update specific sections of the ordinance while preserving its original intent, and 3) repeal the current ordinance and establish a new agreement between the city and county with entirely new criteria. Following discussions, direction was given to staff to proceed ahead with option 3. 2025 Budget Presentations – Departments of Human Resources, Engineering, Planning & Zoning, Public Works, and general administration (includes mayor/council, city administration, city attorney, finance, IT, and economic development) presented general overviews of their 2025 departmental budget requests. Additionally, enterprise fund revenues and utility rates were discussed. Draft Agenda The draft agenda for the August 19, 2024, City Council Regular Session was reviewed. No additional discussions were held, and with a motion from Hourigan and second from Rath, the meeting adjourned at 6:10 p.m.
