City of Spearfish City Council Study Session Minutes September 11, 2024, 4:15 p.m. The City Council Study Session was called to order by Council Member Clark at 4:16 p.m. in the Council Chambers of City Hall on Wednesday, September 11, 2024. The following c o u n c i l members were present: Clark, Hafner, Hourigan, Klarenbeek, and Rath. Absent: Jacobs. City staff present were: Finance Officer DeNeui, Public Works Director McMahon, Planning Director Koelbel, Public Safety Director Rotert, Assistant Police Chief Dean. Rath moved, Hourigan seconded, and all voted to approve the agenda. Items for Discussion Update on the Western Dakota Regional Water System – Cheryl Chapman, PhD, PE, Executive Director with WDRWS updated council on status of the project. Cory Chorne, PE, with AE2S, Program Manager with WDRWS, updated council on the efforts that are going on with the Feasibility Study to better understand the scope and breadth of the project. Discuss entering into an agreement with the SDDOT for maintenance of and operation of streetlights at the Exit 8 interchange – Public Works Director McMahon noted the citizens and staff have identified a need for lights at the on-and-off ramps at Exit 8 area. This would be a project in cooperation with SDDOT. City council okayed moving forward. Draft Agenda The draft agenda for the September 16, 2024, City Council Regular Session was reviewed. A time for public comment was opened at 5:00 p.m. and closed with no comments being received. Planning Director Koelbel – Planning Commission still needs to fill a vacant seat; interested parties can contact the Planning Department for more information. Comprehensive Plan – the October 2, 2024 Study Session should see draft for joint work session. A Building Board of Appeals is needed per IBC. Koelbel will begin process to identify and vet the 5 individuals and come back to ratify the appointments The board members will have a background in construction. Once the building official makes an interpretation on a building permit, applicant can appeal with the board. The board is only there for interpretations of the code not to waive or change code criteria. No additional discussions were held, and Council Member Clark adjourned the meeting at 5:05 p.m.
