City Council Study Session

City of Spearfish City Council Study Session Minutes November 13, 2024, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:16 p.m. in the Council Chambers of City Hall on Wednesday, November 13, 2024. The following c o u n c i l members were present: Clark, Hafner, Hourigan, Klarenbeek, and Rath. Absent: Jacobs. City staff present were: City Administrator Falcon, City Attorney Knox, Finance Officer De Neui, Parks and Recreation Director Ehnes, Planning Director Koelbel, Public Safety Director Rotert, and Public Works Director McMahon. Hourigan moved, Rath seconded, and all voted to approve the agenda. Draft Agenda - Staff reviewed each item on the draft November 18, 2024, City Council Regular Session agenda and responded to questions from council. A time for public comment was opened at 4:43 p.m. Joe Jorgensen made himself available for questions regarding Centennial Mountain Estates development. Departmental Discussion Public Works Director McMahon noted that with the project on the water tank at Exit 17, there will be a water shut off tomorrow, November 14, 2024. Next week there will be a road closure to trench across the road and then, within the next couple weeks, another road closure at Rainbow Road for the same project. A public service announcement was sent out last week that the SDDOT will be holding a public meeting for the Traffic Study at Exit 10. Parks and Recreation Director Ehnes gave an update on the Bandshell Project. The project was set to be done in July, but they have hit many material shipping delays. It should be completed by the end of the year. The rec path at Exit 8 is paved and graded and should be finished within the next few weeks. With the failure of IM28, the skatepark is moving forward and is set to be completed by the end of July, 2025. Public Safety Director Rotert noted that the Police Chief position should be filled by the end of the year. The fire training center location and concept plan is moving forward. Planning Director Koelbel noted that the Code Enforcement Officer has been finding some nuisance within some of the right-of-way areas and council will need to have a discussion at an upcoming study session on allowances within right-of-way. No additional discussions were held and with a motion from Hourigan and a second from Rath, the meeting adjourned at 4:44 p.m.
