PUBLIC SAFETY COMMITTEE
MINUTES November 15, 2017
The Legal, Finance and Public Safety Committee met in the Council Chambers of the
Municipal Services Centre at 4:15 PM on Wednesday November 15, 2017 with the
following committee members present: Ho d gs, Klarenb eek and J aco bs. Also present
were: Cit y Administrator Harmon, Finance Officer Dutton, City Planner Watson, City
Attorney Davis, Police Chief Rotert, Fire Chief Sachara and Human Resource Director
Friedel.
Items from Visitors
Proclamation FYI - Mayor Boke will proclaim Sunday, December 3, 2017 as Family and
Consumer Sciences Day.
Human Resources
Hire – Committee recommended approval to Full Council to hire Tyler Reurink as a full-time
(benefit-eligible) Police Dispatcher, grade 12, step 1, $15.91 per hour, effective December 5,
2017. This is a replacement position.
Finance
Fund – Committee recommended approval to Full Council to establish Fund 292-PD Equitable
Sharing Fund and to transfer $34,062.32 from 201-Second Penny Sales Tax Fund to the new Fund
292 to account for the accumulation and expenditure of funds received from the Department of
Justice Equitable Sharing program.
Increase Funding Request – Committee recommended approval to Full Council of Hotel Bid
Board's request to increase their 2017 annual financial support to Visit Spearfish for an additional
$20,000 of non-budgeted funds from 213 Fund. Finance Officer Dutton stated the fund reserve
requirements will still be met. Mistie Caldwell, Executive Director of Visit Spearfish stated this
will be used for an aggressive winter tourism marketing campaign for Spearfish.
Agreement – Committee recommended approval to Full Council, Consent Agenda to approve and
authorize the Mayor to sign Code Enforcement Settlement Agreement 34-17.
Request – Committee recommended approval to Full Council to consider a request to modify
building restrictions on a parcel owned by Don Nichols located near the former McLaughlin
Sawmill and the Airport. City Attorney Davis stated a prospective purchaser requests that the
"no-build" deed restriction be removed and he was directed to engage KLJ Engineering to
evaluate the restriction. KLJ has recommended that the restriction can be modified to allow
construction up to 40', with certain use and lighting restrictions.
Planning and Zoning
DRD Final Plan – Committee recommended approval to Full Council to approve the DRD final
plan for Elkhorn Ridge Golf’s Multi Purpose building. City Planner Watson stated this final plan
is in the context of the final DRD zoning approval and is limited to review of the architectural
theme, location of the building on the property, landscape etc… Construction plan review for
building and fire codes, and civil engineering is in process.
Added – Two property tax abatement requests will be added to Monday’s Agenda.
BOA FYI – there will be a short meeting of Spearfish Board of Adjustment to follow full council
on Monday. The purpose of meeting is to approve the minutes of the May 1, 2017 meeting and
the November 6, 2017 Meeting.
There being no further discussion before the committee, the meeting was adjourned at 4:49 PM.
