1. Items from Visitors
A. AE2S will provide a progress report on the status of the Jackson Boulevard project on
Monday.
B. FYI - VFW will be selling poppies on Nov 4-5.
2. Human Resources
A. Request authorization to add Matthew Greenfield to the 2017 Fire Department Volunteer
List. Consent Agenda.
B. Request authorization to hire Desirae Mayo as full-time (benefit-eligible) Assistant City
Planner, grade 19, step 1, $22.48 per hour, effective date 12/4/2017. New Position.
Consent Agenda.
3. Finance
A. Approve Interim Bill List dated October 26, 2017 for $3,501.51
B. Request approval to engage SpyGlass to audit the City's telecommunications service
billing.
C. There will be a public hearing to consider an application from Karen Holzer with the
Booth Society for a special off-sale package SD farm wine dealer’s license for the
Hatchery Holidays on December 2nd from noon to 9:00 pm at the DC Booth Fish
Hatchery.
D. Raffle - Consent Agenda – Queen City Futbol Club plans to raffle a trip for two to San
Francisco, Rush tickets and $100 cash. Tickets are $25.00 each with ticket sales from 11-
7-2017 to 2-14-2018. Proceeds to benefit field improvements and programs.
E. Raffle – Consent Agenda – Young Life plans to raffle three prize packages (gift cards
and services donated by Spearfish businesses). Tickets are $5 each or 5 for $20 with
ticket sales from 11-7-2017 to 7-31-2018. Proceeds to benefit Young Life programs.
4. Airport
A. Request approval for Mayor Boke to sign agreement between State of South Dakota
Department of Transportation and the City of Spearfish regarding the state's funding
commitment of 5% funding ($6,944.44) for updating the Airport Master Plan to evaluate
cultural, historic, RPZ analysis, potential environmental impacts and approach feasibility
for proposed Runway 5/23.
B. Request approval for Mayor Boke to sign Airport Grant Pre-Application Checklist for
Runway 5-23 & Land Acquisition Environmental Assessment and Wildlife Hazard
Mitigation Assessment & Management Plan.
5. Police Department
A. Request authorization to accept proposal from Watson Furniture to upgrade and
reconfigure existing furniture for all three (3) dispatch positions for $50,616.40.
6. Fire Department
A. FYI – Fire Department received SCBA equipment from the Doty Fire Department –
estimated value is $20,000.
7. Public Works
A. Approve and authorize the Mayor to sign "First Amendment to Real Estate Purchase
Agreement" between Northwestern Engineering Company and the City relating to the
purchase of the former McLaughlin Sawmill.
B. Cheryl – Request Council approval for water line connection outside city limits for Crow
Peak Brewery.
C. FYI - Biweekly Project Progress Update report will be in the document packet for City
Council.
8. Building Inspection
A. Melissa Barth on behalf of the Spearfish Chamber of Commerce is requesting the
building permit fees be waived for an interior remodel project at the Chamber. The
valuation of the project is $116,920.00 and the building permit fee would be $807.40.
The Mechanical permit fee would be $108.00 for a total of $915.40.
9. Planning and Zoning
A. Authorize Mayor Boke to sign the Joint Powers agreement between the City of Spearfish
and Lawrence County
B. Board of Adjustment - Hold a public hearing on Resolution 2017-33 to consider a
setback variance at 625 Illinois Street.
