CITY OF SPEARFISH LEGAL, FINANCE AND PUBLIC SAFETY COMMITTEE MINUTES October 11, 2017 The Legal, Finance and Public Safety Committee met in the Council Chambers of the Municipal Services Centre at 4:15 PM on Wednesday September 27, 2017 with the following committee members present: Ho d gs, Klarenb eek and J aco bs. Also present were: Cit y Administ rato r Harmo n, Finance Officer Dutton, City Planner Watson, Police Chief Rotert and City Engineer Mathis. Items from Visitors Proclamation FYI - Mayor Boke will proclaim October 2017 as National Disability Employment Awareness Month in Spearfish. Finance License – Committee recommended approval to Full Council, Consent Agenda to approve a special on-sale liquor license for Zbar for a wedding on October 28th from 4:00 pm to 1:00 am at the Pavilion. Engineering Hazard Mitigation – City Engineer Mathis discussed the following items which are required for the Hungry Hollow Storm Sewer Improvements Project Hazard Mitigation Grant application: 1) Request approval for Resolution 2017-31 to designate Kyle Mathis, City Engineer, as the Appointed Agent for the Hazard Mitigation Grant Program. Committee recommended approval to Full Council. 2) Request approval for the Appointed Agent to sign the 'State-Local Assistance Agreement for Hazard Mitigation Grant Program'. Committee recommended approval to Full Council. 3) Request approval for the Appointed Agent to sign a letter which serves as the City of Spearfish's commitment to meet the matching fund requirements for the Hungry Hollow Storm Sewer Improvements (as part of Jackson Blvd Project). This letter verifies the local matching fund requirement would be made by the City of Spearfish commitment of 25% of the project cost up to $300,000, if the grant is awarded to the City. Committee recommended approval to Full Council. Planning and Zoning Dedication – Committee recommended approval to Full Council to authorize Mayor Boke to sign Dedication Agreement 27-17 for public improvements located at the Reserve to be dedicated for city ownership and maintenance. Added – Committee recommended approval to Full Council, Consent Agenda for two abatement requests and to add the Final Pay Request and Substantial Completion Update for the Atlas Building to the Council agenda. There being no further discussion before the committee, the meeting was adjourned at 4:24 PM.
