PUBLIC SAFETY COMMITTEE
MINUTES June 28, 2017
The Legal, Finance and Public Safety Committee met in the Council Chambers of the
Municipal Services Centre at 4:15 PM on Wednesday June 28, 2017 with the following
committee members present: Hod gs, Klaren beek and J acobs. Also present were:
Finance Accountant Hafner, City Planner Watson, City Attorney Davis, Police Chief Rotert,
Fire Chief Sachara, Assistant Police Chief Jacobs, Human Resources Director Friedel,
Facility Maintenance Superintendent Hargens and Legal Intern Hoffman.
Human Resources
Rally Officers – Committee recommended approval to Full Council, Consent Agenda to hire the
following temporary Rally Officers at a grade 18, step 1, $21.40 per hour, effective 8/4/2017. To
include State per diem for meals and lodging: John Murphy, Mike Apland, Josh Thompson, Keith
Mutschler, and Scott Mickelson.
Police
Proposals – Committee recommended approval to Full Council to accept proposals from Rapid
Fire Protection Inc. ($14,501) and ClimateControl Systems and Services ($24,402) totaling
$38,903, for Police Department server room re-model. Budgeted in 214 (911)
Fire
OT for Exempt – Committee forwarded to Full Council without recommendation a request for
approval of overtime pay for exempt employees, when ordered for incidents to be paid through
SD State Wildland Fire Co-Op Agreement. Chief Sachara stated that the signed co-op agreement
has not been returned yet. Hodgs asked if the State of SD does this with their exempt fire
employees.
Finance
Raffle – Committee recommends approval for a raffle to Full Council, Consent Agenda. Zonta
Club of Spearfish plans to raffle a Hawaiian vacation – trip to Kaanapali, Maui (used from May 1,
2018-December 15, 2018). Trip includes 7 nights lodging, airfare up to $3,000, $500 spending
stipend – or $2000 cash alternative. Tickets are $25 each with ticket sales from 7/4/17 to drawing
on 12/1/17. Proceeds to benefit local service organizations and Northern Hills charities.
Raffle – Committee recommends approval for a raffle to Full Council, Consent Agenda.
Spearfish Nutrition Site plans to raffle two tickets to see Jewel at Deadwood Mountain Grand on
Friday October 13th plus miscellaneous other small donated items. Tickets are $1.00 each or six
for $5.00 with ticket sales from July 4, 2017 to drawing on December 28, 2017. Proceeds to
benefit Spearfish Nutrition Site – Meals on Wheels.
License – Committee recommends approval to Full Council, Consent Agenda to approve a special
malt beverage license for Queen City Liquor for the Black Hills Beer Run on September 17th from
12:00 p.m. to 5:00 p.m. at the Spearfish Pavilion.
Resolution 2017-16 – Committee recommended approval to Full Council for Resolution 2017-16
- Miscellaneous Fees. Five new fees will be added.
Planning and Zoning
Appointment – Committee recommended approval to Full Council, Consent Agenda to authorize
Mayor Boke to appoint Drew Skjoldal to Planning Commission with term effective from July 18,
2017 to December 31, 2021.
1010 Christensen Drive – Committee recommended approval to Full Council for the following:
1) Approve Resolution 2017-17 - Voluntary Annexation
2) Approve first reading of Ordinance 1261 to rezone from County Ag to City R-1 Single
Family
3) Set public hearing for Ordinance 1261 for July 17, 2017 with Second Reading
Resolution 2017-18 – Committee recommended approval to Full Council for Resolution 2017-18
– A Resolution to transfer the entirety of Block 47 Original Town plat into the Thoen Stone
Addition. City Planner Watson stated the current plat crosses both Thoen Stone Addition as well
as Old Town.
Easement – Committee recommended approval to Full Council to authorize Mayor Boke to sign
Easement Agreement #14-17 between The City of Spearfish and Rapid Fish Ventures LLC for
permanent awning and underground drainage improvements to be located within the street rights
of way at the Main and Jackson redevelopment project.
Ordinance 1262 – Committee recommended approval to Full Council for First reading of
Ordinance 1262 - Transfer Certain Properties from Rural Service District to Urban Service
District in the City of Spearfish. This will remove the 15 acres at 258 Evans Lane from the rural
service district designation.
Festival in the Park Signs – FYI - Based on City Council direction, staff has asked the Matthews
Opera House to limit special event signs for the Festival in the Park to one sign per city block and
they have agreed to comply with this request.
For Monday July 3 – City Attorney Davis stated there will be an agreement with NW
Engineering for a 60 day extension re: Sawmill site. There will also be a brief executive session
to discuss a personnel matter.
There being no further discussion before the committee, the meeting was adjourned at 4:38 PM.
