City of Spearfish Legal, Finance, and Public Safety Committee Minutes February 26, 2020 The Legal, Finance and Public Safety Committee met in the Council Chambers of C i t y H a l l at 4:15 p.m. on Wednesday, February 26, 2020 with the following committee members present: Eisenbraun and Jacobs. Absent: Klarenbeek. Also present were: City Administrator Harmon, City Planner Watson, Public Safety Director Rotert, Finance Officer DeNeui, Human Resource Director Mathis, Police Chief Jacobs, Assistant Police Chief Dean and Assistant City Planner Van Holland. FYI – Annual department reports will be presented on March 2, 2020 for the departments of Public Works, Library, Parks and Recreation, and Engineering. Remaining departments of City Administration, Public Safety, Finance, Planning & Zoning, and Human Resources will present on March 16, 2020. City Administration Land Purchase – Committee recommended to full council to approve the purchase of Tract V of NW ¼ of the Elkhorn Ridge Addition, 156 acres m/l, and to authorize Mayor Boke to sign all documents related to the purchase and closing of the property if appraisal price exceeds purchase price. Finance License – Committee recommended to full council, consent agenda, to approve a special on-sale liquor license for Spearfish Holiday Inn for a wedding on June 13, 2020 from 6:00 p.m. to 11:00 p.m. at the BHSU Joy Center. License – Committee recommended to full council, consent agenda, to approve a special malt beverage license for Queen City Liquor for the Black Hills Beer Run on September 27, 2020 from 12:00 p.m. to 5:00 p.m. at the Pavilion. Human Resources Wage Change – Committee recommended to full council the following wage change due to successful completion of training periods: 1) Curt Jacobs, police chief, grade 24, step 14, $49.90 per hour ($103,792.00 exempt), effective 3/22/2020. Move – Committee recommended to full council to move Kaija Swisher to public safety records manager effective 4/1/2020 or thereafter. Lateral move. Hire – Committee recommended to full council to hire Jessica Babb as a police dispatcher (benefit- eligible), grade 12, step 1, $16.80 per hour, effective 3/16/2020. Planning & Zoning Public Hearing – Committee recommended to full council to hold a public hearing to consider Ordinance 1311 – An Ordinance Amending Appendix A – Zoning of the Revised Ordinances of the City of Spearfish by Zoning Certain Property. (6025 E. Colorado Blvd.) Approval of the second reading of the ordinance will follow the public hearing. Ordinance 1312 – Committee recommended to full council to approve the first reading of Ordinance 1312 and set public hearing for March 16, 2020 to revise Appendix A Zoning, Article IV. District Regulations, Section 5. C-1 central commercial district, adding a new section called the C-1 Redevelopment Incentive Plan. Tax Formula – Committee recommended to full council to approve the discretionary tax formula for ONEOK, 130 Commerce Drive, Lot 4 of Tract A, Block 4 Hansen Addition to the City of Spearfish. Public Safety Agreement – Committee recommended to full council to approve the Equitable Sharing Agreement and Certification for FY2019. FYI – Spearfish Police Department to present the Officer of the Year Award (officer to be named at City Council). Public Comment – Public comment section was opened at 4:24 p.m. and closed with no comments. There being no further discussion before the committee, the meeting was adjourned at 4:26 p.m.
