City of Spearfish Legal, Finance, and Public Safety Committee Minutes June 10, 2020 The Legal, Finance and Public Safety Committee met in the Council Chambers of C i t y H a l l at 4:15 p.m. on Wednesday, June 10, 2020 with the following committee members present: Eisenbraun and Klarenbeek. Absent: Jacobs. Also present were: City Administrator Harmon, City Attorney McDonald, City Planner Watson, Public Safety Director Rotert, Police Chief Jacobs, Assistant Police Chief Dean, Assistant City Planner Van Holland, Human Resource Director Mathis, and Finance Officer DeNeui. City Administration Ordinance 1317 – Committee recommended to full council to approve the first reading of Ordinance 1317 – An Ordinance Amending Chapter 16, Taxation. This ordinance will repeal section 16-58 of Spearfish City Ordinances. Finance Ordinance 1319 – Committee recommended to full council to approve the first reading of Ordinance 1319 – An Ordinance Amending Chapter 2, Administration. This ordinance will add additional signers for city contracts, agreements and other documents. Licenses – Committee recommended to full council to approve the special malt beverage licenses for the B&B Lounge, False Bottom Bar, Flanagan’s Irish Pub, Zbar and Spearfish Brewing for the Downtown Friday Night Events from 5:00 p.m. to 10:00 p.m. (item to follow council decision on Downtown Friday Night event). Human Resources Move – Committee recommended to full council, consent agenda, to move the following staff due to successful completion of 1 year in training period:  Justin Mowery to grade 18, step 2, $23.05 per hour, effective 6/28/2020  Jacob Westover to grade 18, step 2, $23.05 per hour, effective 7/26/2020  Dustin Ruvolo to grade 18, step 2, $23.05 per hour, effective 7/26/2020. Planning and Zoning Ordinance 1318 – Committee recommended to full council to approve first reading of Ordinance 1318 and set public hearing for July 6, 2020 to change zoning from Planned Unit Development to Development Review District on Tracts 2R, 3R, and 4R of the Countryside Subdivision. Resolution 2020-13 – Committee recommended to full council to approve Resolution 2020-13 – A Resolution Approving the Petition and Application for the Incorporation of the Crow Peak Bench Road District. Public Safety Wildland Rates – Committee recommended to full council to approve the following hourly rates for Volunteer Fire Fighters for wildland responses. Rates are based on the 2020 Administratively Determined Pay Plan for Emergency Workers and is reimbursable under the SD State Wildland Fire Cooperative Agreement based on the job performed on the fire scene.
