City of Spearfish Legal, Finance, and Public Safety Committee Minutes September 30, 2020 The Legal, Finance and Public Safety Committee met in the Council Chambers of C i t y H a l l at 4:15 p.m. on Wednesday, September 30, 2020 with the following committee members present: Eisenbraun and Jacobs. Absent: Klarenbeek. Also present were: City Administrator Harmon, City Attorney McDonald, Human Resource Director Mathis, City Planner Watson, Public Safety Director Rotert, Finance Officer DeNeui and Police Chief Jacobs. City Attorney Ordinance 1329 – Committee recommended to full council to approve the second reading of Ordinance 1329 – An Ordinance Amending Chapter 17, Traffic and Vehicles, Article VI. Stopping, Standing and Parking of the Revised Ordinances of the City of Spearfish. Ordinance 1330 – Committee recommended to full council to approve the second reading of Ordinance 1330 – An Ordinance Amending Chapter 4 Alcoholic Beverages, Article I. Licenses and General Provisions of the Revised Ordinances of the City of Spearfish. Ordinance 1331 – Committee recommended to full council to approve the second reading of Ordinance 1331 – An Ordinance Amending Chapter 14 Streets, Sidewalks and Other Public Places, Article V. Use of Municipal Rights-of-Way (ROW) and Other Properties of the Revised Ordinances of the City of Spearfish. Human Resources Volunteers – Committee recommended to full council, consent agenda, to add Cameron Paisley and Kelli Werner to the volunteer firefighter list. Planning & Zoning Ordinance 1333 – Committee recommended to full council to approve the second reading of Ordinance 1333 – An Ordinance Repealing Ordinance 1320. Ordinance 1334 – Committee recommended to full council to approve the first reading of Ordinance 1334 – An Ordinance Amending Chapter 15A, Subdivisions. Agreement – Committee recommended to full council to authorize Mayor Boke to sign a Drainage Easement and Agreement with Ward Development LLC for Lot 35R Block 8 at the Reserve. Public Comment The public comment section was opened at 4:19 p.m. and closed with no comments. There being no further discussion before the committee, the meeting was adjourned at 4:20 p.m.
