Legal, Finance, and Public Safety Committee Minutes
January 27, 2021
The Legal, Finance and Public Safety Committee met at 4:15 p.m. via Zoom videoconference system
on Wednesday, January 27, 2021 with the following committee members present: Jacobs,
Klarenbeek and Lee. Absent: None. Also present were: City Attorney McDonald,
City Planner Watson, Public Safety Director Rotert, Fire Chief Ladson, Police
Chief Jacobs, Assistant Police Chief Dean, and Finance Officer DeNeui.
Human Resources
Hire – Committee recommended to full council, consent agenda, to hire Tracy Griebler as (benefit-
eligible) assistant finance officer, grade 19, step 9, $28.29 per hour, effective 2/2/2021.
Hire – Committee recommended to full council, consent agenda, to hire Scott Beal as (benefit-
eligible) animal control/parking attendant, grade 11, step 1, $16.26 per hour, effective 2/2/2021 or
after.
Add – Committee recommended to full council, consent agenda, to add Ashley Korber to the
volunteer firefighter list.
Planning & Zoning
Plan – Committee recommended to full council to approve a DRD Concept Plan Revision and Final
Plan for an assisted living, memory care, and independent living facility and townhomes located at
Tract P of Elkhorn Ridge Addition. City Planner Watson verified the project will have city water and
sewer services.
Board of Adjustment – Following city council regular session on Monday, February 1, 2021 the
Board of Adjustment will convene to hold a public hearing and consider Resolution 2021-03 – A
Resolution Granting a Variance to Lot 4B Block 9, Green Acres Addition. City Planner Watson noted
the request is to reduce the overall required on-site parking for a new multi-family housing project
from 140 parking spaces to 102 spaces. A variance would require three criteria to be met and the
Planning Commission and staff believe one of the criteria is not met and, therefore, recommend
denial. Watson noted an update to the code of ordinances’ parking requirements for multi-family
apartment projects will be presented to council for consideration. Committee forwarded the
Resolution to full council with no recommendation.
Public Comment
The public comment section was opened at 4:28 p.m. and closed with no comments.
Finance Officer DeNeui reminded committee members of the April 13, 2021 election and petition
circulation may begin on January 29, 2021.
No additional discussions were held and the meeting was adjourned at 4:30 p.m.
