CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, July 21, 2016 I City Hall – Council Chambers I 7:00 am APPROVAL OF AGENDA – Dave moved /Jordan seconded APPROVAL OF MINUTES – Dave moved /John seconded Members/Staff Present-Jon, Barb, Dave, Karen, Charlie, Jordan, Keith, John, Randy, Crissy (staff) ITEMS FROM VISITORS  BH Fly Fishermen: Bill Coburn & Ev Hoyt working with city north of Jorgensen Park area to I-90 for development and interest in providing financial support at this property for improving fish habitat. Communication will be through Keith. Motion: Dave moved /John seconded to approve fisheries throughout Spearfish Creek. Voted approved  Pauletta Albers: (not present) Keith presented documentation for justification for products used for the Salem Park design. o Studies provide support to utilizing this product on the playground; we do have the best product available on our parks for Accessibility. o Discussion motion: Karen motioned /Jon seconded  Running Property: Horizon Investments, LLC: Ryan Wordeman is purchasing the Running property, and developing 7.5 acres with a cul-de-sac. Planning Commission recommendation to look at a possible Rec Path location and have recommendations from this committee. This is a rezone application for the north end of the property from Ag to Residential. Discussion on whether Rec path in this property is necessary and the best route. (Jayna was present to explain the City Council and options available from Planning Commission) o Motion to make recommendation for planning purposes to council planning purpose Option C followed by Option B. Option C offers an improved pathway recognizable for public access off 2nd Street to tie into the rec path. John motioned/ Karen seconded vote approved. Randy abstained due to conflict of interest. OLD BUSINESS  Lands Task Force Update: close out give a presentation to council land behind taco johns and behind landfill recommendation for board to present in August  Salem Park vandalism update: budget $20,000 for live IP feed portable  LOOKOUT ROOM UPDATE-Dave ideas with committee Steve William/Dave Dunton /Dave Donat/ Alicia Hoffman : phase maintenance schedule for future Next Meeting August 18, 2016 7:00 am – Council Chambers CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333  Village at Creekside status: (Meyer property barns taken down) site plan parking lot in north portion of lot: just need to be informed as the plans proceed. Board doesn’t support the north parking lot. NEW BUSINESS  DONATION REQUEST-  Days of 76: committee decision to act on the approval refer to Alicia and pushed back to committee.  Kamryns crusader: due to the activity taking place today, no action was taken. Rec Center items: equipment upgrades (Jordan) asked who is responsible for the upgrades. Dave was concerned as well. They have concerns about the quality of the recent purchases. They were informed that this was an Alicia question. Parks items: PRFA board items: City workshop debrief: Barb attended and represented the SPRFAB. It was an on the status of the City. Barb stated that the Planning Commission was well represented. Meeting included people from Belle Fourche. 500-700 people attended the Kenadi Jean Weise Foundation Community Fair. Randy thanked all who assisted. 3 board members terms are ending in December: Charlie, Randy (not chairing again due to commitments), and Karen John: missed getting an item on the agenda: Land and Water Conversation Fund (5 weeks) August 26th application is due. Funds come from offshore gas and oil leases (Funds are given to gov’t entities) Project ideas from Hockey assoc. cover in rink at park, (fly fishing, parks trail system) Motion: John will represent us at the Public Works meeting to present project for grant funding/ hockey liner and building for approval/ park path from Windmill Drive to Sandstone Park. Forestry items: The (Urban Challenge Grant) grant funding used this year for trees in the City Campground is available again. Disaster funds for Wessington Springs weren’t used and were returned for redistribution.
