CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – Minutes Thursday, June 16, 2016 I City Hall – Council Chambers I 7:00 am Keith, Randy, Jordan, Karen, Dave, Marty APPROVAL OF AGENDA /APPROVAL OF MINUTES Karen/Jordan – Agenda Minutes – no minutes available from last month’s meeting, no action taken ITEMS FROM VISITORS Rolling Hills HOA – Richard Larson from the Rolling Hills HOA was present to request that a park be considered in the area S of Johnson Ford and east of the Rolling Hills Housing Development. Currently there is none. He has approached Knecht Lumber on the planned use of the property and will return to our Board with more information. The Villages at Creekside – Joe Jorgensen presented a preliminary Design for their development on the Meier Ranch Property. They would like to partner with the City on trail development and access to City Property to the north of the development. The Development Group is willing to enter into an MOU on maintenance of the trail system. The Board motioned and second to support the concept of a joint MOU on the development and maintenance on the trails in the development area. Pat Rotert - Pat Rotert, Spearfish Police Chief, was asked to attend the meeting to visit about the recent vandalism in Salem Park and to discuss if a video camera system should be considered. Pat explained the pros and cons of different systems and that the systems can be relatively cheap to just record and review later or be a live monitored system. The Board recommended that we use Salem Park as a test Park and look into purchasing some type of system. Keith and Pat will visit and make a recommendation to budget for a system. OLD BUSINESS Lands Task Force No update Lookout Room Committee Update Steve Williams is making some corrections to the space plan and will provide estimated costs to construct. At that time, the plan will go to the PRFAB board and then to City Council for consideration. Next Meeting – July 21 , 2016 – 7:00 am – City Hall Council Chambers CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 PARKS & REC NEW ITEMS AED’s For Sports Fields – A request has been made from the School District to provide AED’s at the BHCSC Complex as it will be required but the SDHAA. The Board recommended that two (2) units be budgeted and placed at both the BHCSC and Spearfish Forest Products Complexes. The cost per unit is around $1500. Rec Path Priorities Lengthy discussion was held on prioritizing the Rec Path Plans. Jim Meyer was present to discuss his thoughts and willingness to assist with a volunteer groups(s) to expand the Rec Path and its connectors to areas in need as a simple dirt path to essentially establish the routes that can at a later date become hard surfaced. The Board recognized the need to expand to three key areas: McGuigan, Ward Addition, and Green Acres/Mountain Shadows. Additionally there are areas with the existing City Limits that also need to be addressed such as the Evans to Jorgensen Connector. The Board recommends to proceed with the 2016 budgeted plans to design and then construct in 2017 the connectors for Sandstone Park. With the many parameters and questions the Board had no resources to make any firm decisions. As the Recreation Path System is so important to our community and that the City Transportation Master Plan and Rec Path Master Plan should complement each other, the Board recommends that a Consultant be budgeted and hired to update the 2005 Rec Path Master Plan. Additional monies should also be budgeted to provide phased engineering and design costs to assist in the Capitol planning process for the next number of years. Once the phased designs and associated costs are established, planning for future expansion will be much easier. A summary of the proposed Capitol Plan based on discussions and conclusions at the meeting is attached. RAC NEW BUSINESS PRFA BOARD ITEMS Upcoming Meetings for the SPRFAB To Attend  Neighborhood Meeting 6.22.16 from 6-8pm at City Council Chambers with Ward and McGuigan Residents. Topics expected to come up are: rec path extension and planning, sports fields, and parks.  City Retreat with Mayor, City Council, and Advisory Boards on 6.24.16 from 12-4pm Snappers Club, lunch provided (limited parking) Next Meeting – July 21 , 2016 – 7:00 am – City Hall Council Chambers
