CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, September 8, 2016 I City Hall – Council Chambers I 7:00 am Charlie call meeting to order 7:05 am APPROVAL OF AGENDA - motion by John and 2nd Chris; motion carried APPROVAL OF MINUTES - motion by John and 2nd Chris; motion carried Members/Staff Present – Marty, Chris, Charlie, John, Dave, Barb, (staff) Keith, Alecia, Crissy ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions) No visitors present OLD BUSINESS Pine Beetle Survey- City is not eligible: Keith talked about other properties may be eligible. This will provide survey and training. LWCF Grant for Sandstone Connector Rec Path submitted on 8.24.16, Keith updated on the grant and area effected by grant NEW BUSINESS Rec Center Committee: Alecia requested a committee or task force to evaluate/development activities at the Rec center. Alecia suggested meeting every other month to discuss prices, policy changes, programs and Capital expansion. John suggested reviewing or adding to the Bylaws to make the committee official and create a process and agenda. This needs to be in November’s agenda. The committee will consist of a Rec Center representative and community leaders (3 board/3 members at large/ 2 spearfish citizens/ nonvoting student). (John will meet with Alecia to create the appropriate description) Park Task Force Presentation to City Council- Keith reported (next meeting Oct. 20th at 5:30 pm with the City Council) Randy will prepare the presentation to City Council to evaluate the priorities of where capital funds should be allocated: Rec Center Lookout Room renovation and phasing, Land taskforce report, Sports fields and Rec Path Master plans. Capital List for 2017: Keith supplied a summary of the capital plan to specifically look at the Rec Center, Spectator Rec, Parks, Special Park gift fund, Cemetery, and Campground; bold is final and approved by council. Community Survey Results (if compiled) data was extended so no results yet PRFA BOARD ITEMS City and Capital Budget Review Next Meeting – October 20, 2016 5:30 pm ***Recreation Center Party Room  CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Recreational Trails Program Grant: Evans Park (Charlie) maintains area to be used for trails (an example is the Eugene, OR primitive property to be used for biking, walking and running) encourage maintaining what we currently have. Lookout could become more outdoor center/running center. John email: ($50k, grant to improve biking in Spearfish through BHSU) Grant windows come up periodically and to have projects ready working so we are ready for the grants coming with little time to prepare. Chris can facilitate to create partnership between BHSU and Board. Joint session Oct. 20th meeting City Council/ PRFAB, board will meet ½ hour earlier to discuss topics. Forestry Items Ordering 40 trees to plant this fall: from Modern Woodman $3500 grant to be used for landscape Marty reported talking to Mr. Neiman about rec path by the saw mill still communicating and no resolution as of yet.
