Thursday, April 19, 2018 I City Hall – Council Chambers I 7:30 am
Meeting Called to Order: 7:33am
Attendance: Kelly, Coburn, Rauterkus, Mader, Lee, Deibert, Gefvert, Clark, Hansen, Bauer, Peters
APPROVAL OF AGENDA –
- Addition of grant application review under Rec Center; Staffing update; Pickle Ball
Discussion and event added to board items – Motion by Gefvert; Second by Kelly

Director Updates
- Open House Recap
o Friday 13th 5:30-8:00pm – 6-7 Stations. 50-60 people attended; will send a report
with comments. There was discussion about holding an open house at a park
shelter for parks, trails, and cemetery.
- Pathway Update
o Exit 8 – Cheryl working on RFP, could be seeing more development soon. Currently
waiting on Department of Roads. Pathways subcommittee looked at connecting
Mountain Shadows, Green Acres, Exit 14 and Sandstone.
o Staffing – We are almost fully staffed – Campground working on finding onsite
manager and assistant manager. Question was asked if campground manager
could be full time year round - During winter staff would be responsible for
clearing snow, software updates and reservations. Rec Center – Just need 3 more
lifeguards and we will be full. Have hired more lifeguards this year than last year.
Board Items
- Forest Service Trails & Dakota 50
o Board involvement with trail expansion and increasing cap on Dakota 50 participants
Increase non-summer activities, groom trails for non- summer activities. Dakota
5-O is growing we need to embrace it. Currently Dakota 5-O is capped at 700
for management purposes. Board would like to invite Perry Jewitt to next
board meeting to give presentation on Dakota 5-O.
May 5th 10:00am Deadwood City Hall the trail subcommittee will give a quick
30 min presentation on their planning, development & success with trail
connecting Lead & Deadwood. They are working on growing trail system to

connect surrounding areas. Deibert is part of the committee; very surprised
with their model and their success. Hansen thinks we could be a step ahead
and implement digital mapping vs. traditional trial system and signage.
- KJWF Grant Funds
o How much are we going to refund the foundation for all-inclusive swing? Rauterkus
recommends that we use the full $1500 from last year since there were no applicants.
o Motion by Lee – Use $1500 from 2017 grand funds toward the refund for KJWF for
inclusive swing. Second by Kelly – Deibert sustained from voting
o Pickleball – Greg Albrechtsen – Since 2015 pickleball has grown from about 3 players
to currently 100. Kudos was given to Brett and the Rec Center for their involvement
growing the sport. Surrounding areas are looking at putting in outdoor courts. Would
like to see some outdoor courts established in Spearfish; possibly look at resurfacing
the City Park tennis court. In the long run using area south of Rec Center could fit
about 5 courts. Recommendation Brett or Perry – Ideas on board involvement in
growing the sport; explore the cost and time of resurfacing the tennis courts at City
Park compared to adding new courts at the Rec Center.
- Park Tour- Mader will start an email.

- Scholarship update
o Clarifying and simplifying form and information needed. Who can make the decision?
Board? Rec Staff? Brett redo application to what works for the position and the Rec
Center, get draft a week or two before next meeting.
- Grant
o Changing the amount to which a group can apply for. Simplify the process. Item tabled
until next month.
