CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, March 15, 2018 I City Hall – Council Chambers I 7:30 am Meeting Called to Order: 7:30am by Bauer Attendace – Donat, Lee, Peters, Bauer, Clark, Deibert, Gefvert, Hansen, Mader, Parks staff. APPROVAL OF AGENDA – Deibert moved grant up to items from visitors Motion by Deibert second by Donat APPROVAL OF MINUTES – Motion by Donat; Second by Deibert ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions) i) John Daum – Splash pad in Fiddler Park – bring more people to that park. Kade Walfl – 2018- 2019 big project. Splash Pad, sidewalk and another sitting area. The club will put up around $30,000. Whole project is $70,000-$100,000 for entire project. Would like to see the bid go to a local contractor. Project would ideally start in fall of 2018 and be completed by June 2019. a. Deibert moves to recommend to council that we get the design, investigative costs and estimates ready in fall of 2018 and approved in 2019 to be ready by June 2019. Donat second Clark brought up that art funding may be available. ii) KJWF Grant and Joint Funding – Lori – a. KJWF has gotten funding from SD Foundation for Public Education. They will purchase a swing to be installed in a city park. NOTE: New Members/ Re-appointments i) Petrika Peters – from BHSU Sustainability coordinator Director Updates - Grazing lease update – o Not a whole lot of change 1 year lease. Get a plan of what we want to do in the future. 2019 get cows off. Let mountain re-coop, start cleaning up the mountain. Make user friendly. Improve signage and mapping. Notice to bidders is out. Cows would go in May and move out on Oct. 1st. During off years bring in local ranchers and weed control boards. - Pathway update o Moving forward; getting this out to RFP hopefully in the next few months. Look into alternative transportation grants. Path would connect to Creekside. Communication with university will continue. Deibert would like to choose a consultant to investigate further to lessen staff time and commitment. Get a sub-committee meeting together. Get county involved in the early planning. - Hockey Update o Not aware of any activities that were there; rink is melted. Pull them into more meetings with master planning. - Parks tour (potential dates) o When weather is nicer – take people on parks tours. Send out email with potential dates. Talk to Prairie Transit about transportation. Board Items - Tails masterplan update and consultant update - Motorized vehicles at McGuigan II greenspace o ATVs sleds and snowmobiles - educate public and signage - KJWF Grant and joint funding – Moved to beginning - City Strategic Plan Priorities 2018-2020 with emphasis on priorities pertaining to Parks and Recreation o Communicate with board about numbers instead of waiting o Send a link to board members with presentation o Suggestion to have presentation at advisory board before annual report - Non-Priority projects that Parks and Rec board can utilize to assist in meeting city mission statement o Workshop – to have board more involved o Friends of the park – Friends of the trails o Open house on April 13th – public input. o Schedule a workshop meeting – date time? Quarterly – Afternoon or Evening meeting Park & Forestry Rec & Aquatic Center - Year-end presentation recap – Emailed out CONSENT AGENDA / FYI ITEMS - SRAC 5k March 17 – Spearfish Canyon Parking Lot - Queen City Classic March 23-25 - Easter Egg Hunt March 31 10am SHARP - SRAC rummage sale & craft fair April 21 8:00 – 2:00pm May 25th – State A Track Meet - looking for volunteers.
