Parks, Recreation, & Forestry Advisory Board –MINUTES
Thursday, January 18, 2018 I City Hall – Council Chambers I 7:00 am
APPROVAL OF AGENDA – Motion by Neilson, second by Kelley; Motion carries.
APPROVAL OF MINUTES- Motion by Gefvert, Second by Kelley; Motion carries.
ATTENDANCE – Bauer, Neilson, Gehvert, Deibert, Clark, Kelley, Coburn, & Lee
ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by
questions)
i) Al Block – Comments about Recreation Facility and Staff
a. Block complimented the Rec Center on being clean, friendly, helpful and
accommodating. Donation made to Rec Center.
ii) Chris Olson – Update regarding Hockey at City Ice Rink
a. Mark Kazmer was in attendance in place of Chris Olson. Kazmer is the president of
the Amateur Hockey Association. Kazmer’s main goal was to block in time about 3
hours a week for 1 practice and 1 game a week for the mites program about 43
kids ages 4-8 in the month of February. Mader expressed the biggest concern was
the city’s liability and insurance requirements. He does not want to see people or
property getting hurt.
b. It was discussed this would be a temporary solution for this year; future goal would
be to have a location for official hockey rink. Kazmer, Mader and staff will continue
to discuss a solution.
c. Motion by Deibert to investigate accommodating Mites Hockey for the 2018
season, the month of February and 1 event in March weather depending. Second
by Gefvert - Motion carries. No vote from Kelly due to conflict.
d. Mader will keep board and Hockey Association informed via email on further
investigation.

iv) Current open spot – will reach out to University to fill. All interested persons will
contact Mayor Boke.

Motion by Deibert to nominate Bauer for chairman, second by Neilson – Motion
carries.

Nominations for Vice Chairman
Motion by Lee to nominate Deibert for Vice Chairman, second by Gehvert – Motion
carries.
Establish 2018 Dates/ Times/ Location
Motion by Gehvert that we hold meetings at City Hall, 7:30am on the 3 rd Thursday of the
month Neilson seconds - Motion carries

Grazing lease update
Not possible to get a second water source on Lookout Mountain. It was discussed that
grazing the mountain was important for fire control and weed management.
Motion by Deibert to explore a short term lease second by Coburn – Motion Carries
Master Planning/Strategic Planning
City council has money committed to pathway project.
Motion by Deibert to have a work group meet the 2nd Thursday of each month at 7am
in conference room at City Hall, Gefvert seconds – motion carries
First meeting will be February 8th
