Thursday, June 21, 2018 I City Hall – Council Chambers I 7:30 am
APPROVAL OF AGENDA – Motion by Gefvert; second by Lee motion carries.

Attendance: Clark, Gefvert, Hall, Mader, Park Staff, Rauterkus, Neilson, Peters, Donat, Coburn, Lee
Meeting called to order: 7:33am.
Introduction of Nancy Hall – Worked on strategic plan, background is educational admin and grant
writing
Nominations for Chair: Gefvert nominated Donat –Neilson seconds - Motion Carries
Nominations for Vice Chair: Gefvert nominated Hanson, Lee seconds – on the contingency of talking
to Hanson. Motion carries.
ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by
questions)
- Michelle DeNeui – Statue
o The family would like to donate a statue named “follow me” to the city in memory
of their great niece who had passed away in a car accident. Would like to possibly
place the statue in Jorgensen Park near the play feature. The family would like to
see it placed this summer. Park staff would be responsible for the maintenance.
Mader stated that it is a wonderful opportunity and great gift. Mader will work
with the family and park staff about placing the statue.
- Julie Maas - Off leash dog park
o Meier Property –a community park – offers an area for people to participate in
recreational activities year round. Julie’s main goal is to have this area to be
changed from an on leash area to off leash area. Discussion points included
complaints Mader has received regarding dogs interrupting the other user groups;
Police Chief Rotert also commented on the need for rules. Rauterkus mentioned
that the school district does use that area for cross country practice and meets.
Peters talked about the sight/sound control of pets; Rotert added there are other
communities that have that rule with a special tag; after dog owners complete a
test. Rotert would like to explore this option more. Recommendation from the
board is that we start a small sub-committee; including Rotert, Mader, Julie Maas,
and members of the other user groups.
o The path through the Meier property will continue to be mowed there isn’t any
plans of development.

- Jewett’s – Dakota 5-O
o Dakota 5-O has been around for 18 year; currently capped at 700 riders,
registration had sold out in 44 min. Ridge Riders of the Black Hills had established
the trial and continue to spend many volunteer hours each some for maintenance.
o Race is always on Labor Day Weekend; about 150 locals in a 100 mile radius – the
rest are visitors; we have a big draw from Colorado.
o Discussion on why we are not trying to allow more participants. Perry Jewett
stated that we didn’t want to ruin a good event by allowing too many riders. There
are also two other bike races during the year they are trying to grow. Jewett’s feel
that 700 is a comfortable number for this race.
o Discussion on a trail to connect campground and National Forest. Jewett has a path
in mind, will talk to Mader and work with the GIS system to pinpoint exact location
to show others who are not familiar with the area.
Director Updates
- Pathway Grant
o Mader would like to ask permission to apply for a $400,000 grant through DOT.
City’s match would be 18%. We do currently have the RFP’s for Green Acres/Exit 14
and Exit 8. Peters asked about 5,000 – 10,000 being applied to safe routes to
school and to enhance education through the school. Letter of Intent for this is due
the 2nd week of July.
o Motion by Neilson to support the continuation of connecting pathways, by
pursuing funding through grants. Second by Peters. Motion carries
- Sandstone Path
o Sandstone path is pretty much done. Ribbon cutting June 21 st at 11am.
- Budget
o Mader has been meeting with the Finance office and City Administrator Mike
Harmon; there is some concern that there may be some cuts. Readdressing
security cameras at rec center for this year; Mader will provide another update at
the next meeting.
- Campground
o Camground ground is going well now.
- SpecRec (Parks staff updates)
o Water Leaks – fixed, there were some timing issues that have been fixed as well.
- Sasquatch
o Doing well – they are sold out for their Fourth of July game.
- Staff resignation
o Emily with parks has resigned. Her position and responsibilities will be folded into a
public works positions.

Board Items
- Park Tour Status
o Will be sending a survey monkey with some dates – get a prairie hills transit bus –
Get everyone to go out at once. Shoot for 7am.
- Pickleball – they are getting a Spearfish Pickleball Club together. Money was asked for in
the 2019 budget to build courts outside at the Rec Center. Nothing has been committed
yet; a lot of initial discussion right now.
Park & Forestry
Rec & Aquatic Center
- Pool
o Slides and deck work – Red slide has a hole – should be up and running by the end
of the month. Plans to work on pipes feeding the blue slide and some deck work to
be done this fall.
o Waterpark pass sale went well this year – have sold more passes this year than in
years past.
